Public transport and mobility: the relevance of interfederative governance

Resumo: An efficient public transport system that meets the needs of citizens is proving to be increasingly essential to ensure adequate mobility in cities. Despite numerous benefits to cities, this system is involved in countless challenges, which often exceed the scope of public transport and end up being present in other structures and elements of the city. If the challenges of public transport at the municipal level are many, the challenges of systems located in metropolitan regions are even greater, demanding a process that integrates and articulates public policies and decisions. In this context, themes of governance and public management gain a relevant role, as they are imperative to allow coordinated, articulated and integrated processes to lead to the solution of several problems related to public transport. Therefore, this paper aims to investigate and analyze the relationship between interfederative governance and public transport in the Brazilian context, seeking to understand how governance impacts the quality of public transport, as well as suggesting elements that contribute to coping with problems and to improving quality of this service. As a methodology, exploratory, applied and bibliographic research are adopted. The results made it possible to understand that solutions for the improvement of public transport include integrated and articulated measures and actions that go beyond the scope of this system, as well as the essential role of interfederative governance to obtain a service that meets the needs of citizens.

A pesar de los numerosos beneficios para las ciudades, este sistema está involucrado en innumerables desafíos, que a menudo exceden el alcance del transporte público público y terminan estando presentes en otras estructuras y elementos de la ciudad. Si los desafíos del transporte público a nivel municipal son muchos, los desafíos de los sistemas ubicados en regiones metropolitanas son aún mayores, y exigen un proceso que integre y articule las políticas y decisiones públicas. Es en este contexto que los temas de gobernanza y gestión pública adquieren un papel relevante, ya que son imprescindibles para permitir que los procesos coordinados, articulados e integrados conduzcan a la solución de varios problemas relacionados con el CPT. Por lo tanto, este documento tiene como objetivo investigar y analizar la relación entre la gobernanza interfederativa y el transporte público en el contexto brasileño, buscando comprender cómo la gobernanza afecta la calidad del CPT, así como sugerir elementos que contribuyan a abordar los problemas y la calidad de este. servicio Como metodología, se adopta la investigación exploratoria, aplicada y bibliográfica. Los resultados permitieron comprender que las soluciones para mejorar el transporte público incluyen medidas y acciones integradas y articuladas que van más allá del alcance de este sistema, así como el papel esencial de la gobernanza interfederativa para obtener un servicio que satisfaga las necesidades de los ciudadanos.Um sistema de transporte público coletivo eficiente e que atenda às necessidades dos cidadãos mostra-se cada vez mais essencial para garantir uma mobilidade adequada nas cidades. Apesar de numerosos benefícios às cidades, este sistema está implexo em inúmeros desafios, os quais muitas vezes excedem o âmbito do transporte público coletivo e acabam revelando-se presentes em outras estruturas e elementos da cidade. Se os desafios do transporte coletivo no âmbito municipal são muitos, maiores ainda são os desafios dos sistemas localizados em regiões metropolitanas, demandando um processo que integre e articule as decisões e as políticas públicas. É neste contexto que os temas governança e gestão pública ganham um relevante protagonismo, pois são imperiosos para permitir que processos coordenados, articulados e integrados levem à solução de diversos problemas relacionados ao transporte público coletivo. Assim sendo, este trabalho apresenta como objetivo investigar e analisar as relações entre governança interfederativa e transporte coletivo no contexto brasileiro, procurando entender como a governança impacta a qualidade do transporte coletivo, assim como sugerir elementos que contribuam para o enfrentamento dos problemas e para a qualidade deste serviço. Como metodologia, adota-se pesquisa exploratória, aplicada e bibliográfica.
