Public Consortium and Development: the case of the Health Inter-Municipal Consortium of the West of Santa Catarina

Resumo: This study approaches the experience of territorial based associations, by means of public consortiums, with the aim of investigating the formation and institutionalization of public consortium. The methodological proceedings observed were from the qualitative research, through the case study of the Health Inter-municipal Consortium of the West of Santa Catarina (HIC). As main results, it was possible to observe that HIC has reached the inter-municipal cooperation aims to the effectiveness of a part of the health policy, generating economy and results. However, it presents opportunities of improvement in the field of the citizen-user’s participation of the service and in a major integration with Public Health System (PHS).

Los procedimientos metodológicos observados fueron de la investigación cualitativa, por medio del estudio del caso del Consorcio Intermunicipal de Salud del Oeste de Santa Catarina (CIS). Como principales resultados, fue posible observar que el CIS ha alcanzado los objetivos de la cooperación intermunicipal para la efectividad de parte de la política de salud, generando economicidad y resolutividad. Sin embargo, presenta oportunidades de mejora como en el campo de la participación del ciudadano usuario del servicio y en una mayor integración con el SUS (Sistema Único de Salud).Este estudo aborda a experiência de associativismo de base territorial por meio dos consórcios públicos, tendo como objetivo geral Investigar a formação e a institucionalização deste tipo de consórcio. Os procedimentos metodológicos observados foram da pesquisa qualitativa, por meio do estudo de caso do Consórcio Intermunicipal de Saúde do Oeste de Santa Catarina – CIS-Amosc. Como principais resultados, foi possível observar que o CIS tem alcançado os objetivos da cooperação intermunicipal para a efetivação de parte da política de saúde, gerando economicidade e resolutividade.
