Forestry and civic participation as drivers of regional development: analysis of the cases Acre and Rio Grande do Sul – Brazil

Resumo: Within the diversity of Brazilian Federation, two states are known for quality of their governance: Acre and Rio Grande do Sul. Over the last decade, in both states participatory processes assured priority to forestry production chain as a strategy to improve their economies. Also a key strategy for adaptation to climate change. But, results were very different. This article aims to summarize similarities and differences between the cases, contributing to the critical analysis regarding participation in regional development. It is possible to confirm that participatory processes, without proper technical assistance, may have adverse impacts instead of those initially planned.

Ao longo da última década, ambos os estados conferiram através de processos participativos, prioridade à cadeia produtiva florestal como estratégia para dinamização de suas economias, estratégia central para adaptação às mudanças climáticas. No entanto, obtiveram resultados diversos entre si. Este artigo objetiva sintetizar semelhanças e diferenças entre os casos, contribuindo para a análise crítica quanto à participação no desenvolvimento regional.
