Administração pública no Brasil: as reformas administrativas do DASP e do Decreto-Lei n°200 em perspectiva comparada

This article addresses, comparatively and historically, the political characteristics and organizational foundations of two major brazilian public administration reforms: the reform that gave rise to the modern Brazilian bureaucracy with the creation of the DASP, in the Vargas Era; and Decree-Law No. 200 of 1967, from military governments. Thus, we will analyze the fundamental attributes that marked these two reformist movements that altered the morphology of the state apparatus in Brazil, highlighting their differences and analyzing the interrelationship between them. Therefore, we will seek to understand how the changes in the political conjuncture and the different orientations of governmental macro-objectives at different historical moments have directly affected Public Administration configurations, thus reorienting the direction of administrative reforms. Thus, we intend to contribute to the interdisciplinary scientific areas of History, ​​Public Administration and Social Sciences, with emphasis on the historical processes of state transformation, aiming to broaden the literature available in Brazil that addresses the debate on administrative reforms under a historical-comparative approach.
