Resumo: An analysis of the first second stage of implementation of this reform was made, the concepts of planning, execution and control of the operation were studied, according to the process of continuous improvement. Finally, definitions for dynamic assessment of capacity and performance were made compatible, which enable integrated operational logistic control among port terminals. Therefore, conceptually the results raised on methods of evaluating operational performance in internal and external performance of this process of reforming the port governance model, subsidize decision-making in an efficient and effective manner. Ensuring greater transparency among the actors involved, providing greater integration of development plans at strategic, tactical and operational levels, in which performance indicators point to existing idleness, inefficiencies and bottlenecks.

Finalmente, las definiciones para la evaluación dinámica de la capacidad y el rendimiento se hicieron compatibles, lo que permite un control logístico operativo integrado entre los terminales portuarios. Por lo tanto, conceptualmente, los resultados obtenidos sobre los métodos de evaluación del rendimiento operativo en el desempeño interno y externo de este proceso de reforma del modelo de gobernanza portuaria, subsidian la toma de decisiones de manera eficiente y efectiva. Garantizar una mayor transparencia entre los actores involucrados, proporcionando una mayor integración de los planes de desarrollo a niveles estratégicos, tácticos y operativos, en los cuales los indicadores de desempeño apuntan a la inactividad, ineficiencias y cuellos de botella existentes.Fez-se análise do primeiro segundo estágio de implatação desta reforma, foram estudados os conceitos de planejamento, execução e controle da operação, conforme o processo de melhoria contínua. Foram compatibilizadas as definições para avaliação dinâmica da capacidade e do desempenho, que possibilitam o controle operacional logístico integrado entre terminais portuários. Conceitualmente os resultados suscitados sobre métodos de avaliação do desempenho operacional em performance interna e externa deste processo de reforma do modelo de governança portuária, subsidiam as tomadas de decisões de maneira eficiente e eficaz.
