SOCIAL VULNERABILITIES AND BASIC SANITATION IN THE PERSPECTIVE OF SUSTAINABLE DEVELOPMENT

Resumo: The objective is to characterize the vulnerabilities related to basic sanitation from the perspective of two Sustainable Development Objectives, my main purpose being to understand and analyze the fragilities and deficiencies of basic sanitation in municipalities studied from the perspective of sustainable development. The methodology used is quantitative and qualitative in nature, observing and analyzing the data referring to the IBGE, SNIS, AdaptaBrasil MCTI, Dry days monitor, microregions and basic sanitation of the state of Bahia, Agritempo, water and sanitation, Inmet and Inpe. The data used in the research are secondary, being collected through the documentary technique. The article discusses the characterization of vulnerabilities related to basic sanitation in the municipalities of the state of Bahia and Paraíba, Northeast, Brazil, adopting a broad perspective that considers the technical aspects, infrastructure, economic, social, ecological, cultural and political impacts. The results analyze the main points on each municipality of the state of Bahia and Paraíba, such as its geographical location, population, HDI, area, demographic density, schooling, information on basic sanitation such as municipal basic sanitation policy, municipal sanitation plan, municipal sanitation council, municipal sanitation fund, household waste collection and selective solid waste collection. The characterization of vulnerabilities reveals a worrying reality, both states face significant challenges when it comes to guaranteeing adequate sanitation conditions for their populations, which compromises not only the quality of life of individuals, but also the fulfillment of two SDGs established by the 2030 Agenda of the United Nations Organizations.

La metodología empleada es cuantitativa y cualitativa, observando y analizando datos del IBGE, SNIS, AdaptaBrasil MCTI, Monitor das secas, microrregiones y saneamiento básico en el estado de Bahia, Agritempo, água e saneamento, Inmet e Inpe. Los datos utilizados en la investigación fueron secundarios y se recopilaron mediante la técnica documental. El artículo discute la caracterización de las vulnerabilidades relacionadas con el saneamiento básico en municipios del estado de Bahia y Paraíba, Nordeste de Brasil, adoptando una perspectiva integral que considera aspectos técnicos, de infraestructura, impactos económicos, sociales, ecológicos, culturales y políticos. Los resultados del análisis describen los principales puntos de cada municipio del estado de Bahía y Paraíba, como su localización geográfica, población, IDH, área, densidad demográfica, escolaridad, informaciones básicas de saneamento, como política municipal de saneamiento básico, plan municipal de saneamiento, consejo municipal de saneamiento, fondo municipal de saneamiento, recolección domiciliaria de residuos y recolección selectiva de residuos sólidos. La caracterización de las vulnerabilidades revela una realidad preocupante: los dos estados enfrentan desafíos significativos cuando se trata de garantizar condiciones adecuadas de saneamiento para sus poblaciones, lo que compromete no solamente la calidad de vida de las personas, sino también el cumplimiento de los ODS establecidos por la Agenda 2030 de la Organización de las Naciones Unidas (ONU). O objetivo é caracterizar as vulnerabilidades relativas ao saneamento básico na perspectiva dos Objetivos do Desenvolvimento Sustentável, tendo como propósito principal entender, analisar as fragilidades e deficiências do saneamento básico nos municípios estudados sob a perspectiva do desenvolvimento sustentável. A metodologia empregada é de caráter quantitativa e qualitativa, observando e analisando os dados referentes ao IBGE, SNIS, AdaptaBrasil MCTI, Monitor das secas, microrregiões e saneamento básico do estado da Bahia, Agritempo, água e saneamento, Inmet e Inpe. Os dados utilizados na pesquisa foram secundários, sendo coletados através da técnica documental. O artigo discute a caracterização das vulnerabilidades relacionadas ao saneamento básico nos municípios do estado da Bahia e Paraíba, Nordeste, Brasil, adotando uma perspectiva abrangente que considera os aspectos técnicos, infraestrutura, impactos econômicos, sociais, ecológicos, culturais e políticos.
