BARRIERS AND FACILITATOR ASPECTS FOR THE IMPLEMENTATION OF SUSTAINABLE BIDDINGS IN THE IFPB – CAMPUS CAMPINA GRANDE

Resumo: The article aims to evaluate the main barriers and facilitators aspects related to the implementation of sustainability criteria in the biddings by the main actors involved in the purchasing process of a federal education institution. The method used for data collect was the semi-structured interview and the analysis of econtent was used for examination of data. Participants considered as facilitators the following aspects: capacitation, management's action, communication (internal), legislation, performance of the control organs and the acting of the companies (external) and, as barriers to implementing, management inertia, reluctance and unfamiliarity (internal), market scarcity, legislation and control organs (external). It was concluded that many barriers are still present in the institutions when the subject is sustainable bidding and it is necessary to make efforts for this reality to be modified.

O método empregado para coleta de dados foi a entrevista semiestruturada e utilizou-se a análise de conteúdo para exame dos dados. Os participantes consideraram como facilitadores os aspectos de capacitação, atuação da gestão, comunicação (internos), legislação, atuação dos órgãos de controle e o desempenho das empresas (externos) e, como barreiras para implementação, a inércia da gestão, relutância e desconhecimento (internas), escassez de mercado, legislação e órgãos de controle (externas).
