E-GOV IN CACHOEIRA PAULISTA - SP: CHANNELS OF RELATIONSHIP BETWEEN MUNICIPAL GOVERNMENT AND CITIZENS IN A SMALL CITY

Resumo: In a context characterized as an information society, communication channels become a means of important dialogue between government and society, in which citizens can become participatory actors, interacting in political decisions, discussions and improvements to the scope of public management. This, in turn, should offer services and information of social interest. The convergence between citizen and public power can take place through electronic government (e-gov). The objective of this article is to analyze the factor providing services offered by e-government communication channels in the municipality of CachoeiraPaulista. The research methodology used was a qualitative approach, using an open semi-structured interview as an instrument of data collection in the municipal management organs (city hall) and the analysis of the municipality's portal to verify the offer of services based on standardization documentation e-PWG. As a main result, the research showed that there is no consolidated e-government space for the provision of these services to citizens. There is an e-gov portal as well as communication channels used in ways that are nevertheless inefficiently used. The main considerations are the need to adapt these channels to the reality of small municipalities.

The main considerations are the need to adapt these channels to the reality of small municipalities.Em um contexto caracterizado como sociedade da informação, os canais de comunicação se tornam um meio de diálogo importante entre governo e sociedade, no qual os cidadãos podem se tornar atores participativos, interagindo nas decisões polí­ticas, discussões e melhorias para o âmbito da gestão pública. Esta, por sua vez, deve ofertar serviços e informações de interesse social. A convergência entre cidadão e poder público pode se dar por meio do governo eletrônico (e-gov). O objetivo do artigo é analisar o fator prestação de serviços oferecidos por canais de comunicação do governo eletrônico no municí­pio de Cachoeira Paulista. A metodologia de pesquisa utilizada foi de abordagem qualitativa, utilizando-se de entrevista semiestruturada aberta como instrumento de coleta de dados nos órgãos gestores do municí­pio (prefeitura)e a análise o portal do municí­pio para verificação da oferta dos serviços com base na documentação de padronização e-PWG governamental. Como resultado principal, a pesquisa apresentou que não há um espaço consolidado de governo eletrônico para a prestação destes serviços aos cidadãos. Existeum portal de e-gov, bem comocanais de comunicação utilizados de maneiras, no entanto usados de maneira ineficiente.
