Resumo: | ASA (Articulation for the Semiarid in Paraiba State) Paraíba constitutes the interdependence of processes, experiences and social actors directed to sustainable living within the semiarid region. In this article we approach the social networks and hierarchies in the construction of solidarity processes in which theoretical-methodological perspective is oriented to think the new articulations of the actors in the semiarid of Paraiba State, Northeast of Brazil. We analyze the institutional discourse at ASA Paraiba, the demarcation of its space of political insertion through practices, discourses and social articulations and the meanings of social-political, technical and organizational experiences and knowledge for the living within the semiarid. We state in this work the existence of a hierarchical network of social actors as a representation of a multiplicity of institutions, actors and social, technical and political processes and variable degrees of centralizations and descentralizations. Therefore, the movement of social actors may be seen as a complex combination of social insertion: qualification, experimentation, social mobilization, political analysis and propositions. |

Abordamos, nesse artigo, as Redes sociais e hierarquias na construção de processos solidários, cuja perspectiva teórico-metodológica é orientada a pensar as novas articulações dos atores no semiárido paraibano. Analisamos o discurso institucional da ASA Paraíba, a demarcação do seu espaço de inserção política, através das práticas, discursos e articulações sociais e os significados das experiências e conhecimentos sociopolíticos, técnicos e organizativos para a convivência com o semiárido. Afirmamos, neste trabalho, a existência de uma rede hierárquica de atores sociais como representação de uma multiplicidade de instituições, atores e processos sociais, técnicos, políticos e graus variados de centralizações e descentralizações.
