This paper proposes a framework to analyze the environmental impact for urban land use in the district called Fidelis, located in the urban area of Blumenau (SC / Brazil). The main pourpose was to analyze the degree of human intervention in the District considering ecological potential, exploration biological and anthropic influence. The main question was to understand the relationship of these variables with the ecosystem of the hydrographic watershed "Fidélis River" systemically, for writing rules of thumb that might mitigate environmental impacts and thereby ensure sustainable use of natural resources. The framework was based on the systemic approach by Bertalanffy, and also focused on the geossistemic approach by Bertrand. First, it was made a literature review on the subjects for the theoretical debate. Secondly, it was taken data and information relating to "Fidélis River" based on qualitative research, and collecting data through a technical visit. It was found that that the framework was helpful to classify the area into four landscape units. At this case, vocations and limitations for land use is given by the feature of each unit. We developed an array of environmental impact that already happen on the hydrographic watershed "Fidélis River" and suggested some guidelines to land use and occupation for each of the landscape units.
