Resumo: This article aims to reflection on the theoretical foundations of macroeconomics location, from the fact that one cannot simply reproduce the national macroeconomic fundamentals in the municipal area. Onsite, find specific features, in particular, an open economy par excellence, with free flow of goods, services, income, capital and production factors. In this context, the centrality of the debate lies in the sizing of savings and investment, which, for a national economy, according to specialized literature, translates into an identity for the investment with the sum of private savings, public and external. Unlike on-site proposes the dismembering of productive and financial savings, configuring the identity of the investment only with productive savings. Financial savings Already is the result of the balance of current transactions with the exterior, if translating in expansion of monetary/financial wealth.

No local, encontramos especificidades próprias, em especial, por se tratar de uma economia aberta por excelência, com livre fluxo de bens, serviços, rendas, capitais e fatores de produção. Neste contexto, a centralidade do debate recai no dimensionamento da poupança e do investimento, que, para uma economia nacional, segundo a literatura especializada, se traduz em uma identidade do investimento com o somatório das poupanças privada, pública e externa. Diferentemente, no local se propõe o desmembramento da poupança em produtiva e financeira, configurando a identidade do investimento apenas com a poupança produtiva.
