A framework for strategic evaluation of the local tourism productive arrangement: the case of Treze Tílias

Resumo: This article analyzes sustainable development in the process of formation of a local productive arrangement in tourism areas, where tourism has evolved from being a spontaneous phenomenon, to one that is planned, coordinated and integrated. In terms of methodology, the research is an exploratory-descriptive case study, with longitudinal, qualitative analysis. It aligns the concepts of local sustainable development and local productive arrangement, and analyzes the changes introduced to the production model of day-to-day business practices, through to the formation of the local productive arrangement, along with the socio-economic improvements introduced to the areas. This is done using the primary data collected, human development indices, and other social indicators. It is reaffirmed that business alliances between associations within the same sector, business people within the sector and other sectors, the participation of municipal, state and federal governments, and in particular, the local community, are necessary conditions for strengthening the local productive arrangement. It is demonstrated, comparing the indices for other towns in Santa Catarina, that tourism, as a factor for promoting local development, encourages a diversified and sustained development, and produces infrastructural transformations to support the growth and diversification of the productive base. This theory is corroborated through a case study of tourism development in Treze Tílias – SC. Key words: Sustainable Development; Local Productive Arrangement; Strategic Assessment.

Metodológicamente la investigación se caracteriza como exploratoria, descriptiva y estudio de caso, con análisis cualitativo longitudinal. Se alínean los conceptos de desarrollo sustentable local y de arreglo productivo local y se analizan las modificaciones introducidas en el modelaje productivo de la práctica empresarial cotidiana hasta la formación del arreglo productivo local, así como las mejoras socioeconómicas producidas en el local, por intermedio de datos primarios recolectados y de índices de desarrollo humano y otros indicadores sociales. Se reafirma que las alianzas entre las asociaciones de clase, los empresarios del sector y de otros sectores, la participación de los gobiernos municipales, estatal y federal y, principalmente, la comunidad son condiciones necesarias para el fortalecimiento del arreglo productivo local. Se demuestra, tomando como comparación los índices de otros municipios catarinenses, que el turismo, como factor de estímulo para el desarrollo local, induce a un desarrollo diversificado y sustentado, produciendo transformaciones infraestructurales para sustentar el crecimiento y la diversificación de la base productiva, corroborando la teoría con el estudio de caso del desarrollo turístico de Treze Tílias – SC. Palabras-clave: Desarrollo Sustentable; Arreglo Productivo Local; Evaluación Estratégica.Este artigo analisa o desenvolvimento sustentável no processo de formação de um arranjo produtivo local em localidades turísticas, onde o turismo passa de fenômeno espontâneo a planejado, coordenado e integrado. Metodologicamente a pesquisa caracteriza-se como exploratória, descritiva e estudo de caso, com análise qualitativa longitudinal. Alinham-se os conceitos de desenvolvimento sustentável local e de arranjo produtivo local e analisam-se as modificações introduzidas na modelagem produtiva da prática empresarial cotidiana até a formação do arranjo produtivo local, bem como as melhorias sócio-econômicas produzidas no local, por intermédio de dados primários coletados e de índices de desenvolvimento humano e outros indicadores sociais. Reafirma-se que as alianças entre as associações de classe, os empresários do setor e de outros setores, a participação dos governos municipais, estadual e federal e, principalmente, a comunidade são condições necessárias para o fortalecimento do arranjo produtivo local. Demonstra-se, tomando como comparação os índices de outros municípios catarinenses, que o turismo, como fator de estímulo para o desenvolvimento local, induz a um desenvolvimento diversificado e sustentado, produzindo transformações infra-estruturais para sustentar o crescimento e a diversificação da base produtiva, corroborando a teoria com o estudo de caso do desenvolvimento turístico de Treze Tílias – SC.
