Community tourism: Montanha Beija-flor Dourado pilot project (Microbasin of the Sagrado River, Morretes, Paraná)

Resumo: | As the result mainly of anthropic action, the socio-environmental problem has been causing concern over the need to create protected territories (conservation units) aimed at preserving the socio-biodiversity, and the need to learn from way traditional communities are managed. In view of the complexity, it is necessary to seek to learn from experiences currently taking place, which converge with Ecodevelopment, and which can at least help lessen the distance in the false dichotomy between social and ecological systems. Thus, it seeks to explore the potential of what is conceptually known as community tourism, based on the perspective of the socio-environmental problem and seeking its sustainable application in a pilot project of a laboratory zone of education for ecodevelopment. The theoretical framework is constructed based on the environmental sciences - human ecology, deep ecology, environmental law and ecological economy - and the applied social sciences - industrial and solidary economy, administration and tourism, The article, which is mainly of a descriptiveempirical nature, explores and gives potential to the first results achieved for the last four quarters (July 2006 to June 2007) of the implementation of a pilot project of an action-research study, in a Laboratory Zone of Education for Ecodevelopment. It is concluded that the socio-productive arrangement of community tourism, promoted in the microbasin of the Sagrado River, based on the pilot project, enables mutual respect in ecological and social economic relations, between aware tourists and members of the communities, who want a development which is unique to them, harmonized with their territory and culture, but distanced from the socially idealized image of village life, in which there are no problems, but which at least enables a quality of life at the human community level. Key ey words: Ecological and social economics; Community Based Socioproductive Arrangement; Community Tourism.Emergente prioritariamente de la acción antrópica, la problemática socio ambiental, viene despertando preocupación sobre la necesidad de crear territorios protegidos (unidades de conservación), que tengan por finalidad la conservación de la sociobiodiversidad, y que se deba aprender con las comunidades tradicionales, su manejo. Delante de esta complejidad, se hace necesario buscar aprendizajes de experiencias en curso, convergentes con el Ecodesarrollo, que puedan contribuir, por lo menos, a la disminución de la distancia entre la falsa dicotomía, entre los sistemas sociales y ecológicos. De esta manera, se tiene como objetivo explotar la potencialidad de lo que se está denominando conceptualmente: turismo comunitario, a partir de la perspectiva de la problemática socioambiental, y proyectar la sostenibilidad de su aplicación en un proyecto piloto de zona como laboratorio de educación para el ecodesarrollo. El referente teórico, es construido a partir de las ciencias ambientales – ecología humana, ecología profunda, derecho ambiental y economía ecológica – y de las ciencias sociales aplicadas - economía industrial y solidaria, administración Carlos Alberto Cioce Sampaio; Moreno Bona Carvalho; F Fernando ernando Henrique Ribeiro de Almeida - Turismo comunitário: projeto piloto montanha ... y turismo. El artículo de base, sobre todo, descriptivo empírico, explora y potencializa los primeros resultados alcanzados en los cuatro últimos trimestres (de julio de 2006 a junio de 2007), de la implementación de un proyecto piloto de uma investigación-acción en Zona de Laboratorio de Educación para el Ecodesarrollo. Se concluye que el ajuste socioproductivo de turismo comunitario que se está fomentando en el Micro Valle del Río Sagrado, a partir de la experiencia piloto, potencializa la convivencia en las relaciones ecosocioeconómicas entre turistas concientes y miembros de las comunidades que priman por un desarrollo que le es propio, próximo a su territorio y a su cultura, mientras tanto, distanciado de lo imaginario social de vida aldeana ideal, en donde no existirían problemas, pero que por lo menos, posibilita una calidad de vida a la escala de vida comunitaria. Diante da complexidade se faz necessário buscar aprendizagens de experiências em curso convergentes com o Ecodesenvolvimento que possam contribuir, pelo menos, na diminuição da distância entre a falsa dicotomia entre sistemas sociais e ecológicos. Assim, se tem como objetivo explorar a potencialidade do que se está chamando conceitualmente de turismo comunitário a partir da perspectiva da problemática socioambiental e prospectar a sustentabilidade de sua aplicação em um projeto piloto de zona laboratório de educação para o ecodesenvolvimento. O referencial teórico é construído a partir das ciências ambientais - ecologia humana, ecologia profunda, direito ambiental e economia ecológica – e das ciências sociais aplicadas – economia industrial e solidária, administração e turismo. O artigo de cunho, sobretudo, descritivo empírico explora e potencializa os primeiros resultados alcançados nos quatro últimos trimestres (julho de 2006 até junho de 2007) da implementação de um projeto piloto de uma pesquisa-ação em Zona Laboratório de Educação para o Ecodesenvolvimento. Conclui-se que o arranjo socioprodutivo de turismo comunitário que se está fomentando na Micro-bacia do Rio Sagrado, a partir da experiência piloto, potencializa a convivencialidade nas relações ecossocioeconômicas entre turistas conscientes e membros das comunidades que primam por um desenvolvimento que lhe é próprio, colado ao seu território e a sua cultura, entretanto, distanciado do imaginário social de vida aldeana ideal, em que não existiriam problemas, mas que ao menos possibilita uma qualidade de vida à escala humana comunitária.
