The Light Sustainability of Tourism: model for evaluating competitiveness and strategic sustainability of tourism destinations

Resumo: The close relationship between competitiveness and sustainability in tourism determines and establishes the way in which tourism destinations are planned and managed, both now and in the future. Interpreting the tourism system as a dynamic process, determined in a logical sequence of interrelated and independent decisions and actions, a model is proposed, for determining dimensions and factors for the competitive and sustainable management of tourism destinations. Through the creation of a model, objective/metric indicators are defined for these dimensions and critical factors, which determine the success of tourism destinations in a present and future context. This systematization, here denominated Competenible Model, consists of a methodology for monitoring the real tourism conditions of the destination, represented by the series of different functions inherent to the wide and permanent process involved in its management, in a context of global competitiveness, and the efforts to implement sustainable models for tourism development. The application of the methodology enables an evaluation of whether the tourism destinations are effectively implementing their actions, in compliance with the current criteria, which determine the competitive success of global tourism, and meet the criteria of local sustainable development. Interpretando el sistema turístico como un proceso dinámico, plasmado en una secuencia lógica de decisiones y acciones interrelacionadas e interdependientes, se propone la sistematización de dimensiones y factores determinantes para la gestión competitiva y sostenible de los destinos. Utilizando el método de la creación de un modelo, se definieron indicadores objetivos/métricos para estas dimensiones y factores críticos que condicionan el éxito de los destinos en el contexto actual y futuro. Esta sistematización, aqui denominada Competenible Model, consiste en una metodología de monitoreo de las reales condiciones turísticas del destino, representadas por el elenco de diferentes funciones inherentes al largo y permanente proceso que enfrenta la gestión en un contexto de competitividad globalizada y de esfuerzo por la implementación de modelos de desarrollo turístico en el marco de la sostenibilidad. La aplicación de la metodología permite evaluar si los destinos turísticos están efectivamente implementando sus acciones en cumplimiento de los criterios actuales que determinan el éxito competitivo del turismo global y de acorde a los condicionantes del desarrollo sostenible local. Interpretando o sistema turístico como um processo dinâmico, baseado em uma seqüência lógica de decisões e ações inter-relacionadas e inter-dependentes, propõe-se a sistematização das dimensões e fatores determinantes para a gestão competitiva e sustentável dos destinos. Utilizando o método da criação de um modelo, foram definidos indicadores objetivos/métricos para estas dimensões e fatores críticos que condicionam o sucesso dos destinos no contexto atual e futuro. A sistematização, aqui denominada Competenible Model, consiste em uma metodologia de controle das reais condições turísticas do destino, representadas pela lista de diferentes funções inerentes ao longo e permanente processo que suporta a gestão em um contexto de competitividade globalizada e o esforço pela implementação de modelos de desenvolvimento turístico no quadro da sustentabilidade. A aplicação da metodologia permite avaliar se os destinos turísticos estão, efetivamente, implementando suas ações, cumprindo com os critérios atuais que determinam o sucesso competitivo do turismo global e de acordo com os condicionamentos do desenvolvimento sustentável local.
