Local Productive Arrangement as a strategy for promoting eco-development: an analysis of the experiences of Bonito (MS), Lagoa de Ibiraquera (Garopaba and Imbituba) (SC), and Santa Rosa de Lima (SC)

Resumo: A Local Productive Arrangement (LPA) can be defined as an institution which is capable of igniting processes of territorial integration, based on an attempt to harmonize the dynamics of cooperation and competition, i.e. through institutional arrangements in which there is systemic competitiveness. The objective of this work is to evaluate local production arrangement experiences, viewing them as participatory management processes for the promotion of eco-development. The methodology is based on the exploratory study of tourism organization experiences currently in progress, according to the following potentials: natural resources (Bonito - MS), organic agriculture (Santa Rosa de Lima - SC) and cultural resources (Garopaba and Imbituba-SC). It was observed that self-management incorporates decision-making processes which seek to overcome mere individualist and uncommitted participation from the socio-political point of view, feeds the cultivation of practices associated with the concept of collective entrepreneurialism, the aim of which is to ensure equal rights for those who come together to finance, produce, sell or consume goods. Key words: Tourism; local-based tourism; Local Development; Local Production Arrangement.ElArreglo Productivo Local (APL) puede caracterizarse como institución capaz de deflagrar procesos de integración territorial basados en un esfuerzo de harmonización entre dinámicas de cooperación y de competición - o sea, mediante arreglos institucionales dotados de competitividad sistémica. El objetivo de este trabajo es evaluar experiencias de arreglo productivo local considerándolas como gestión de procesos participativos de promoción del ecodesarrollo. La metodología se basó en la investigación exploratoria de experiencias, en curso, de organización turística según potencialidades de: recursos naturales (Bonito - MS), agricultura orgánica (Santa Rosa de Lima - SC) y culturales (Garopaba e Imbituba - SC). Se verificó que la autogestión corporifica procesos de tomada de decisión que buscan superar la simple participación individualista y sin compromiso desde el punto de vista sociopolítico, alimenta el cultivo de prácticas asociadas al ideario del emprendedorismo colectivo, mediante lo cual se busca garantizar derechos iguales entre aquellos que se asocian para financiar, producir, comerciar o consumir mercaderías. Palabras clave: Turismo; Turismo Con Base Local; Desarrollo Local; Arreglo Productivo Local.O Arranjo Produtivo Local (APL) pode ser caracterizado como instituição capaz de deflagrar processos de integração territorial baseados num esforço de harmonização entre dinâmicas de cooperação e de competição - ou seja, mediante arranjos institucionais dotados de competitividade sistêmico. O objetivo deste trabalho é avaliar experiências de arranjo produtivo local considerando-as enquanto gestão de processos participativos de promoção do ecodesenvolvimento.A metodologia baseou-se na pesquisa exploratória de experiências, em andamento, de organização turística conforme potencialidades de: recursos naturais (Bonito - MS), agricultura orgânica (Santa Rosa de Lima - SC) e culturais (Garopaba e Imbituba-SC). Verificou-se que a autogestão corporifica processos de tomada decisão que buscam superar a mera participação individualista e descompromissada do ponto de vista sociopolítico, alimenta o cultivo de práticas associadas ao ideário do empreendedorismo coletivo, mediante o qual procura-se garantir direitos iguais entre aqueles que se associam para financiar, produzir, comerciar ou consumir mercadorias.
