FROM CLIENTELISM TO DEMOCRACY: THE IMPORTANCE OF THE CULTURAL TOURISM POLICY FOR THE FORMATION OF SUSTAINABLE SOCIETIES

Resumo: | The elaboration of cultural tourism public policies, which are understood here as a public document which gathers and materializes the thinking of the public authorities - the objectives and directives, goals and strategies, relating to the organization of the tourism sector in a specific territory (CRUZ, 2002; CRUZ, 2001) – over a period of two years, has provided the maintenance of a political culture which is contrary to the formation of a sustainable society and, as a result, to the valorization of the culture in its widest sense. Culture, which includes everything which characterizes the social existence of a people or nation, and also, as the result of a particular history and its relations with other cultures, consists of an amalgam of the values, habits, beliefs and expectations (FERRARA, 2002; SANTOS, 1988), which, in turn, configure the factors necessary for the gradual development of a sustainable society. This society is directly linked to the political option for a new future, focused on the guarantee of the integrity of the processes and natural environmental resources, based on plural (democratic) political systems (BORN, 2003). Therefore, based on the use of qualitative methodology, with descriptive and explicative aims and the use of bibliographic and documentary research techniques, this work discusses the importance of culture and the promotion of the public policy on cultural tourism, aiming at an alteration of the cultural policy of subjection, and a gradual transformation of society. Key words: Political Culture, Culture, Public Policy on Cultural Tourism, Sustainable SocietyLa elaboración de las políticas públicas de turismo cultural, esta entendida como un documento público en el cual están reunidos y materializados los pensamientos de los poderes - los objetivos, las directrices, las metas y las estrategias, relativos a la organización del sector turístico en un determinado territorio (CRUZ, 2002; CRUZ, 2001) – a lo largo de los años, está propiciando la manutención de una cultura política contraria a la información de una sociedad sustentable y consecuentemente, a la valorización de la cultura en su sentido más amplio. La cultura, que comprende todo aquello que caracteriza la existencia social de un pueblo o nación y también, como el resultado de una historia particular y sus relaciones con otras culturas, trae en sí una amalgama de valores, hábitos, creencias y expectativas (FERRARA, 2002; SANTOS, 1988), las cuales, por su vez, configuran los factores necesarios al gradual desarrollo de una sociedad sustentable, directamente asociada a la opción política de un nuevo futuro, volcada a la garantía de la integridad de los procesos y de los recursos ambientales naturales, con base en sistemas políticos plurales (democráticos) (BORN, 2003). Para tanto, a partir del empleo de la metodología cualitativa, con finalidades descriptiva y explicativa y con uso de las técnicas de pesquisa bibliográfica y documental, se emprendió la discusión acerca de la importancia de la cultura y del fomento de la política pública de turismo cultural, con vistas a la alteración de la cultura política de la sujeción y para la gradual transformación de la sociedad. A cultura, que compreende tudo aquilo que caracteriza a existência social de um povo ou nação e, também, como o resultado de uma história particular e suas relações com outras culturas, traz em si uma amálgama de valores, hábitos, crenças e expectativas (FERRARA, 2002; SANTOS, 1988), as quais, por sua vez, configuram os fatores necessários ao gradativo desenvolvimento de uma sociedade sustentável, diretamente ligada à opção política de um novo futuro, voltada à garantia da integridade dos processos e dos recursos ambientais naturais, com base em sistemas políticos plurais (democráticos) (BORN, 2003). Para tanto, a partir do emprego da metodologia qualitativa, com finalidades descritiva e explicativa e com uso das técnicas de pesquisa bibliográfica e documental, empreendeu-se a discussão acerca da importância da cultura e do fomento da política pública de turismo cultural, com vistas à alteração da cultura política da sujeição e para a gradativa transformação da sociedade.
