The European Union Horizon 2020 program and the world class university perspective: approaches and trends

Resumo: In this article we analyze the Horizon 2020 Program - Framework Program for Research and Innovation - launched by the European Commission in 2014, as part of the Europe 2020 Strategy. The objective is to demonstrate how this Program is structured/fanned by elements of the conception of World Class University that is being disseminated by International Organizations, especially the World Bank, Think-Thanks, experts and academic rankings. For this, in theoretical-methodological terms, we use the bibliographical survey and the documentary analysis, seeking to understand the totality of the relations / phenomena, as well as the contradictions, influences, power relations and projects in dispute that cross them. For the time being, we understand that H2020 “crowns” the long process of relativization of a particular European university, establishing/reinforcing a university concept that meets the characteristics of the model of excellence or world class.

L'objectif est de démontrer comment ce programme est structuré/ élaboré à partir d'éléments de conception World Class University, qui est diffusé par des organisations internationales, notamment la Banque mondiale, Think-Thanks, des spécialistes et des classements académiques. Em termes théorico-méthodologiques, nous utilisons l'enquête bibliographique et l'analyse documentaire, en cherchant à comprendre la totalité des relations / phénomènes, ainsi que les contradictions, les influences, les relations de pouvoir et les projets en litige qui les traversent. Pour le moment, nous comprenons qu'H2020 couronne le long processus de relativisation d'une université européenne donnée, en établissant / renforçant un concept universitaire qui répond aux caractéristiques du modèle d'excellence ou de classe mondiale.  Neste artigo analisamos o Programa-Quadro da União Europeia (UE) para a Investigação e a Inovação – Horizonte 2020, lançado pela Comissão Europeia em 2014, como parte da Estratégia Europa 2020. O objetivo é demonstrar como este Programa é estruturado/fundamentado a partir de elementos da concepção de World Class University, (Universidade de Classe Mundial) que vem sendo difundida pelos Organismos Internacionais, especialmente o Banco Mundial, Think-Thanks, especialistas e rankings acadêmicos. Para isso, em termos teóricos-metodológicos, utilizamos o levantamento bibliográfico e a análise documental, buscando compreender as totalidades das relações/fenômenos, bem como as contradições, influências, relações de força e projetos em disputa que os atravessam.
