Economia comportamental aplicada a políticas públicas: o fenômeno do Nudge na construção de novas políticas públicas

Resumo: | The field of behavioral economics, which is a novelty in the Economic Theory and has been explored in the past five decades, has increasingly conceived evidence that human behavior distances, in a systematic and meaningful way, from the idealization defended by Economy - the Homo Economicus, or Econ, that follows maximizing standards, and which is totally rational, contains all of the information it might need to make decisions. This re-read on man and his real architecture of choices has new perspectives and tools that allow us to help in the improvement of all the areas that until now used the conception of Econ. In the case of this work, this new vision is applied to the construction of Public Policies. Thus, the main purpose of this paper is to present and discuss the main characteristics of Behavioral Economics, with the identification of the nudge approach - the aspect of the architecture of choices that alters the behavior of people in a predictable way - in order to search within this new approach in particular. The specific objectives of this work are to understand how Economy characterizes the man and his choices, as the Behavioral Economy makes a new reading on this, and then to explore the particularities of the nudge phenomenon, which would be the architecture aspect of choices, directing them to more beneficial choices. From the development of the research it can be concluded that a better understanding on human behavior can improve policy formulation. In this sense, the use of behaviorally oriented interventions seems to have a wide scope to improve their efficiency and effectiveness, considering that one of the fundamental roles of government is to empower citizens, that is, to provide a framework by which people can make well-informed and appropriate life choices. Create a guidance system so that people can make important choices about how much they want to eat, drink and exercise is a challenge. However, approximate solutions are far better than no solution at all. Wherever the challenge is too great for the government, academia, or consultancy, it is certainly not to be expected that individuals individually will lead the way to making the best decisions without any assistance. Governments need to be open to involving behavioral experts when programs are designed. In a world marked by increasing complexity, one cannot but understand the concrete human being who is both the formulator and object of public policy and development projects |

In a world marked by increasing complexity, one cannot but understand the concrete human being who is both the formulator and object of public policy and development projectsO campo da Economia Comportamental (EC), que é uma novidade na Teorias Econômica e vem sendo explorado nas últimas cinco décadas, tem concebido cada vez mais evidências de que o comportamento humano se distancia, de forma sistemática e significativa, da idealização então defendida pela Economia – o Homo Economicus, ou Econ – que é a representação de um ser que segue padrões maximizadores, e é totalmente racional, contendo todas as informações que ele possa precisar para tomar decisões. Nesse sentido, há uma releitura sobre o homem e sua real arquitetura de escolhas, tendo perspectivas e ferramentas novas que permitem ajudar na aprimoração de todas as áreas que até então usavam da concepção de Econ. No caso deste trabalho essa nova visão é aplicada à construção de Políticas Públicas (PP). Assim, busca-se aqui, enquanto objetivo geral, apresentar e discutir as principais características da EC, com a identificação da abordagem do nudge - o aspecto da arquitetura de escolhas que altera o comportamento das pessoas de maneira previsível - a fim de buscar novos caminhos dentro dessa abordagem em particular. Os objetivos específicos deste trabalho são compreender como a economia caracteriza o homem e suas escolhas e como a EC faz uma nova leitura sobre este, e, então, explorar as particularidades do fenômeno nudge, que seria o aspecto da arquitetura de escolhas, direcionando-as a escolhas mais benéficas. Finalizando o trabalho, é feita uma exploração sobre a construção das PP, e com base nessa nova leitura do homem e do conceito construído pela teoria da arquitetura de escolhas, discute-se a ponte que pode ser construída entre esses aspectos e a projeção de políticas, que podem ser beneficiadas e serem, assim, aprimoradas. A partir do desenvolvimento da pesquisa se pode concluir que entender melhor o comportamento humano pode aprimorar a formulação das políticas. Nesse sentido, a utilização de intervenções orientadas por uma perspectiva comportamental parece ter um campo vasto para melhorar a eficiência e a efetividade delas, considerando que um dos papéis fundamentais do governo é empoderar os cidadãos, ou seja, oferecer uma estrutura pela qual as pessoas possam fazer escolhas de vida bem embasadas e adequadas. A criação de sistemas de orientação para que as pessoas possam fazer escolhas importantes sobre quanto desejam comer, beber e se exercitar é um desafio. No entanto, soluções aproximadas são bem melhores do que nenhuma solução. Onde quer que o desafio seja grande demais para o governo, o meio acadêmico ou as consultorias, certamente não se pode esperar que as pessoas, individualmente, intuam o caminho para se tomar as melhores decisões sem nenhuma assistência. Governos precisam estar abertos a envolver especialistas em comportamento quando os programas são projetados.
