Políticas de Segurança no Brasil: Desafios Diante das Novas Agendas

Resumo: In the last two decades, the trend in security policies in Brazil shows the shift path on public policies, that allows us to see changes from state building policies to the growing presence of others public branches and civil society. From state and bureaucratic based functions, security tends to see more as problem of management and public agenda setting, mainly, with growing participation on state and local levels. Nevertheless the challenges remain in terms of changes in the whole picture of security in the country. The article explores some of them, without the desire of comprehensiveness.

The article explores some of them, without the desire of comprehensiveness.A tendência das políticas de segurança pública no país, na última década, assinala uma mudança de rumo das políticas públicas que, aos poucos, deixam de ser pautadas apenas pela estrutura política de interesses das unidades federadas para serem mediadas por outras instâncias do poder público e da sociedade civil. De função essencialmente burocrática de Estado, a segurança, com estes novos influxos, passa a ser vista, cada vez mais, como questão de gestão e de políticas governamentais, sobretudo, com a participação mais ativa da esfera federal e municipal. Mas há ainda desafios importantes a serem vencidos para uma efetiva mudança no quadro geral da segurança no país.
