The back roads are an essential part in the formation of a city, and its proper development has a fundamental importance to the organization and orderly growth of each place. This study analyzes the development of a network of back roads in Ubatuba - SP, and how it is structured in anthropogenic and natural spaces inside restricted environments. The city of Ubatuba well portrays the restricted environment scenario, as this is inserted between the ocean and the State Park of Serra do Mar, and its development is just possible to occur between them. Besides these two factors there are still present the rivers and highly rugged lands, with many mountains, valleys and hills. The municipality network analysis was done in general through satellite images, printed and digital maps. The analysis of its structure was made in the field in seven different roads, trying to use all of different environmental characteristics assuring that all environments were covered, using the segmentation methodology for characterizing these back roads homogeneously. The study allowed the understanding of how the back roads network of the city is structured and inserted in the different environments, and where are its strengths and weaknesses. It is well known that the road network should meet the economic expectations of each location, but it was observed that in most studied cases, the cares for implementation should be more focused on the preservation of the environment and support for tourism than the economy that the road should promote. Suggestions for improving the network, for example, the resource reallocation coming from tourism taxes (parking zones of the beaches), are exposed at the end of the study
