The principal natural disasters occurring in the Southeast region are from hydro-meteorological origin and they are associated with extreme weather events that trigger landslides and floods due to the occupation of risk areas such as hillsides and floodplains. Some atmospheric phenomena intensify precipitation in this region, as the South Atlantic Convergence Zone (SACZ) and El Niño - Southern Oscillation (ENSO). The SACZ is a intra-seasonal phenomenon responsible for humidity and energy transportation from Amazon region to the Southeast. It's responsible for the occurrence of high rainfall, especially in late spring and in the summer months. The ENSO is characterized by anomalies in the temperature of the Equatorial Pacific Ocean surface. This event influence changes in temperature and precipitation in various regions of the planet, especially the Southeast, which is located in a transition area of opposite effects from the phenomenon. The domain seas of hills, characteristic of the main urbanized areas in the Southeast, is one of the most complex and difficult environment for building and human activities in the country. The occupancy of geomorphologically risk areas makes the settlers in those areas being vulnerable to extreme weather events that hit the Southeast
