The Family Health Strategy (FHS) has become official policy of the Ministry of Health in the 1990s and it defined a minimal staff and a new logic for the health work process aiming a model centered on the problems of individuals and their families. The objective of this study was to analyze the profiles of municipal health secretaries of a Regional Health Department (RHD) and their perceptions about the implementation of the FHS. From the guiding hypothesis that the formation and actions of local health managers can have an impact on public policy, it was proposed to investigate who is, at present, the secretary of health. This is a qualitative study, type of exploratory research. It was conducted in two steps, with the first step of the research consisted of the collection of data of the municipal health manager. And the second step, through an intentional sample, interviews were conducted with semistructured questions, about the implementation of the FHS, and the data were subjected to qualitative analysis through content analysis technique. As a result, it was characterized the profile of managers, who are young adults, with college degrees in health and post graduation. Managers approve the FHS and point out the strengths and difficulties of this modality in PHC. We conclude that the high expectation results in the concern of managers in the formation and training of professionals to work with competence in PHC. It is hoped that this study generates more extensive research on innovative policies in the Health System
