This paper intends to contribute to the understanding of online tools and their relation with participation and deliberation in contemporary civil society. The rapid advance of the web structure and the expansion of its instruments of connectivity changes civil organizations as a technological apparatus that enables the decentralized communication of social actors in the process of creating, organizing and disseminating political and social demands. Given the short time the internet has existed and its complex changes in the organizational structure of society, it is necessary to analyze the gaps that have not yet been fully delineated with its progress. In order to do so, this work proposes to rescue concepts of participation, deliberation, to understand their dynamics in the online universe and to apply them in an object that proposes to be a tool of dissemination of information and collective discussion on draft laws that are processed in the Congress National: o VotenaWeb. From this exemple it was possible to improvise participation and political deliberation in Brazil in the online universe
