Reabilitação de áreas contaminadas por atividade industrial e a sustentabilidade urbana

Resumo: | Due to its production history, the city of São Paulo presents a high concentration of contaminated lands by industrial activities, which have become vacant since 1960’s. These areas, mostly well-located, tend to remain underutilized because of the high costs related to the remediation necessary for their redevelopment. Thus, these lands do not fulfill their social function, and represent a potential risk to human health, besides being against the concepts of Compact and Sustainable City. This reality is even more evident in neighborhoods as the ones along the Tamanduateí River, like Mooca, Ipiranga and Vila Prudente in São Paulo, areas of high concentration of contaminated lands due to their industrial history, and that nowadays have been aimed by the Real Estate for new developments in these vacant lands although contaminated. Thus, one can ask how do urban management and planning in these areas consider the redevelopment of these contaminated lands as a tool for sustainable urban development? Searching an answer to this question, there were considered main bibliographies, state and city data, as well as policy and programs related to the subject. The objective was to characterize the contaminated lands in São Paulo city, present the actions that have been done to face the problem, and how they are linked to the urban sustainability goals for the municipality. This research was supported by CAPES ProEx Scholarship.Devido a seu histórico produtivo, a cidade de São Paulo apresenta alta concentração de terrenos de solo contaminado por atividade industrial, que sofreram esvaziamento a partir da década de 1960. Essas áreas, em sua maioria de localização estratégica, tendem a permanecer vazias por conta do alto custo necessário para viabilizar sua reutilização. Assim, esses terrrenos acabam não cumprindo a sua função social, além de representarem potencial risco à saúde e de se contraporem aos conceitos de Cidade Compacta e Sustentável. Essa realidade fica ainda mais evidente em regiões como os bairros ao longo do Rio Tamanduateí, como Mooca, Ipiranga e Vila Prudente, locais de alta concentração de terrenos de solo contaminado por conta de seu histórico industrial, e que hoje vêm recebendo atenção do mercado imobiliário para a implantação de novos empreendimentos em terrenos esvaziados e contaminados. Assim, pergunta-se como o planejamento e gestão urbana em regiões com alta concentração de áreas contaminadas considera a reabilitação destes terrenos como instrumento para contribuir para o desenvolvimento urbano sustentável. Para tanto, levantou-se fontes bibliográficas, dados do estado e da cidade de São Paulo, bem como legislações e programas pertinentes. Pretendeu-se caracterizar as áreas contaminadas na cidade de São Paulo, apresentar quais iniciativas tem sido tomadas para enfrentar o problema, e como essas ações estão relacionadas com as diretrizes de sustentabilidade urbana.
