This dissertation debate the recurring phenomenon of urban irregularity in Brazilian cities from case studies of formal land subdivisions in the southeast zone of Fortaleza-CE. The goal is to characterize the irregularity in the land subdivision in the southeast sector of Fortaleza, contributing to a better understanding of the processes of urban space production in this city. These are the objectives: (1) To characterize the situation of some approved urban subdivisions in Fortaleza, verifying the irregularity in land subdivision and occupation, to analyze quantitatively and qualitatively irregular occupations in these subdivisions; (2) Based on Fortaleza case study, to verify the effectiveness of urban land subdivision law as an urban land planning and management instrument that aims the right to the city and the ecologically balanced environment; (3) To discuss the causes, characteristics and consequences of illegality and urban irregularity in land subdivision, seeking new elements for the discussion of the theories that analyze the land and urban irregularity of urbanization processes in Brazil. The theoretical framework was based on two main issues: the issue of land in Brazil and the urban irregularity phenomenon, especially that one which results from the land subdivision and occupation. To illustrate and reflect on the phenomenon in question, a method was developed by using design and geoprocessing softwares to compare approved land subdivisions with the actual situation. This method is used to produce case studies. In the first three chapters the theoretical and methodological foundations of the research are presented. In the other chapters, three case studies are shown and, in the last one, the results of these studies are debated.
