Resumo: This Master’s Dissertation discusses about origins, transformations, and the actual role for pedestrian malls in central areas, as these public spaces represent a major importance in the contemporary city. Its object of analysis is Calçadão de São Paulo, the biggest pedestrian mall of Latin America – located in the historical center of the city. Pedestrian mall’s origins are comprehended as part of the revitalization of commercial areas (of historical centers) since the decade of 1950. This research has an approach to United States of America’s context, as this country has implemented the model of pedestrian malls as an alternative to the migration of commerce to shopping centers and new centralities – an experience that did influence the Brazilian context. The origin, its transformations and today’s perspectives of Calçadão de São Paulo are fundamental aspects of this Dissertation, through a profound documental research from primary and secondary basis. Through periodization – considering the city’s mayorships – proposed projects for Calçadão de São Paulo are organized and presented, since its opening in 1976, until 2020. Then, a methodology of analysis is developed (Metodologia de Análise do Calçadão de São Paulo), aiming to comprehend the pedestrian mall’s actual situation through two scales: macro and micro. In micro scale, it brings Calçadão de São Paulo to the central area’s context, studying municipal aspects. Then, it identifies six street stretches to the next scale, identified with a better result (three of them) and a less favorable result (another three). These street stretchs are analyzed in micro scale through a qualitative site research which takes to account public space elements at the pedestrian’s scale: urban furniture, street paving and land uses. It discusses the relations between the diverging street stretchs analyzed in both scales of Metodologia de Análise do Calçadão de São Paulo. This Dissertation comes to its final reflections which indicates that Calçadão de São Paulo has transformed it role throughout the years and continues to be an important public space of the central district. Interventions to update and maintain pedestrian malls – considering the human scale – should be continuous and part of a constant process of city planning.

Tem como objeto de análise o maior conjunto de ruas de pedestres da América Latina: o Calçadão de São Paulo, localizado no Centro Histórico da cidade. As origens das ruas de pedestres da atualidade são compreendidas como parte de um processo de requalificação urbana das áreas comerciais dos centros históricos, ocorrido em diversos países do mundo a partir da década de 1950. Aprofunda-se a experiência dos Estados Unidos, que implementa um modelo de ruas de pedestres como alternativa ao deslocamento do comércio para shoppings centers e novas centralidades, experiência que influenciou o contexto brasileiro. A origem, as transformações e a atualidade do Calçadão de São Paulo são partes fundamentais da Dissertação, realizada por meio de um extenso levantamento documental de fontes primárias e secundárias. Sistematiza-se, por meio de uma periodização com base nas diversas gestões municipais, os projetos (executados ou não realizados) pensados para o Calçadão de São Paulo, desde a sua implantação, em 1976, até 2020, indicando suas perspectivas futuras. Na sequência, propõe-se uma metodologia de análise, buscando compreender a situação atual do Calçadão por meio de duas escalas: macro e micro. Na escala macro, busca-se contextualizá-lo com a área central, por meio da espacialização de alguns indicadores. Após tal espacialização, seis trechos, identificados como os melhores (3) e piores (3) na escala macro, são analisados na micro escala, por meio de um levantamento de campo qualitativo com tendo como base elementos do espaço público no nível do pedestre: mobiliário urbano, pavimentação e usos térreos. Por fim, discute-se as relações entre os trechos considerados melhores e piores no âmbito dos indicadores municipais e aqueles avaliados na pesquisa de campo. As considerações finais indicam que o Calçadão alterou seu papel ao longo do tempo e continua a ser um importante espaço público da área central de São Paulo.
