A crise democrática na atividade interna dos partidos políticos: a voz dos filiados partidários é ouvida?

The current democracy goes through a moment of crisis of representativeness in several systems within the countries that exercise it. One reason for this crisis is the lack of public confidence in political parties. This paper aims to investigate the means and mechanisms used by political parties in order to guarantee the democratic participation of their affiliates in party decision making, including the access of ideological political positions of the referred associations and, with this , to verify the existence or not of internal democracy in the party activity as a way of justifying the search of party ideals promised to the affiliate at the time of their affiliation. The research also aims to identify new instruments of internal democratic participation that influence the direction of the political party. The purpose of this paper is also to identify the causes that lead to the aforementioned lack of confidence of the citizens regarding the political parties as well as to investigate if this lack of trust reaches the affiliates in relation to the political parties, verifying the legal nature of the party representation and, the legal relationship between the political party and its affiliates, also considering the relationship between the candidates and the political party. The current norms that establish relations between party-affiliates and those that regulate the internal political life of the political party will also be investigated, in order to assess whether these are effective to the extent of allowing a greater democratic participation in party internal life which in turn, allows a reflex relationship between citizenship and political parties. These issues are subsumed by the Democratic State of Law and the idea of representation of the members in the party's activity within the democratic process of the country, thus allowing the strengthening of democracy and citizenship in the manner intended by the Federal Constitution of 1988. The result of the present study may allow for reflection on the need for new instruments that may allow the greater democratic participation of members of the political party without violating the freedom of party activity guaranteed by the Federal Constitution and, as a consequence, to improve the true reason of political parties which is the link between society (in a microscopic view - the citizen voter) and their representatives (the parliamentarians) according to our representative system
