Resumo: The research for this thesis takes data about mobility, access and movement within the existing urban metropolis of Sao Paulo. For this research realization, the hypothesis focus that population is constantly shifting to the fulfillment of their desires and needs, therefore, they are called here of eternal travelers, as well as the urban planning concept as a fundamental element to subsidies the reorganization of the territory and guide the best way to plan transportation systems and the other public policies to make possible the inclusion of the urban space in the metropolis of São Paulo. This thesis seeks to contribute to the understanding of urban mobility through the analysis of the plans of mobility to be implemented in the metropolis that is hosting the 2014 World Cup, and also will host the official opening of the matches. The host cities of the event will have the opportunity to implement their development plans and those for the mobility to receipt the event and especially to integrate the spaces of their cities and thus improve the quality of life for residents in the post-event. These cities besides being capitals of their respective states are also the headquarters of their metropolitan regions (MRs), or Integrated Development Regions (RIDE). All the cities need to expand their systems of transportation and road systems, beyond their airport systems, hotels, security, construction and/ or adaptations of football stadiums. The research is referenced by urban studies, design of Unities of Information on the territory from the Estate of São Paulo Metropolitan Planning Enterprise (UITS Emplasa), urban mobility plans and results of the surveys of Origin and Destination - Metro SP-Metropolitan Region of São Paulo from 1967 to 2007, Information System of Urban Mobility from National Association of Public Transportation (ANTP, 2007) and data from the Demographic Census. This thesis aims to prove the following hypothesis: The project titled Units of Information territorialized - UITS is a key planning tool to identify the Nodal Points of Traffic and guide the projection of the Transport Systems in the Metropolitan Region of São Paulo - MRSP. It is argued that integrated mobility plans are fundamental key to urban planning finding solution to the exclusion of the population and thus enable the improvement of quality of life.

Esta pesquisa parte da hipótese de que a população se desloca constantemente para a realização dos seus desejos e necessidades, sendo, portanto, designada aqui de eternos viajantes, bem como da concepção do planejamento urbano como elemento fundamental para subsidiar a reorganização do território e direcionar para a melhor forma de planejar os sistemas de transporte e as demais políticas públicas que possibilitem a inclusão do espaço urbano na Metrópole de São Paulo. Esta proposição busca contribuir para o entendimento da mobilidade urbana, mediante análise dos planos a serem implantados na metrópole que, além do fato atual de sediar a Copa de 2014, também será palco da abertura oficial do evento. As cidades sedes terão a oportunidade de implantar seus planos urbanísticos e de mobilidades de forma a integrar os espaços de suas cidades e melhorar a qualidade de vida dos habitantes no pós-evento. Estas cidades, além de serem capitais dos respectivos estados, são também sedes de suas Regiões Metropolitanas (RMs), ou de Regiões Integradas de Desenvolvimento (RIDE). Todas carecem de ampliação de suas redes de transporte coletivo e seus sistemas viários, além dos aeroportuários, hoteleiros, segurança etc., construção e ou adaptações dos estádios. A pesquisa organizada para este trabalho está referenciada nos estudos urbanísticos, do projeto das UITs da Emplasa, nos planos de mobilidade urbana e resultados das pesquisas de Origem e Destino Metrô SP da Região Metropolitana de São Paulo de 1967 a 2007, no Sistema de Informações da Mobilidade Urbana da ANTP de 2007 e dados do Censo Demográfico do IBGE. Esta tese concluiu que o projeto intitulado Unidades de Informações Territorializadas UITs é um instrumento de planejamento fundamental para identificar os Pontos Nodais de Tráfego e orientar a projeção dos Sistemas de Transportes na Região Metropolitana de São Paulo RMSP.
