The master s thesis discuss the matter surrounding precarious settlements, particularly the slums, from the point of view of the city planning projects implemented as part of the public policies in the context of the brazilian democratization post 1988 decade. Extends that city planning of slums is part of a broad process and assumptions underlying the qualification of precarious settlements and its integration to formal city. It has the general objective of contributing to the increases of knowledge about the importance of urbanization project for the integration of precarious settlements, particularly the slums, to formal city. Search-specific purposes are to discuss the role of the project as the main tool to be used in the construction of the city within the occupied territories precariously and identify the guiding principles used for the formatting of programs and slum upgrading projects that can be recommended in other experiences.The programs Favela do Bairro in Rio de Janeiro (1994 - 2000) and Bairro Legal in São Paulo (2001 - 2004) are the main references to this research, once they incorporate the project of city planning as a tool of integration of slum to the city. Establish now a relation between the process of city planning, the origins of precarious settlements, both Brazil and the world, and the forms of treatment of precariousness by the public policies. Seek to understand the slum, a mode of precarious settlement since his origin in Brazil to the recent situation. From understanding of concept of right to the city, seeks panorama place of public policies related to city planning of slums in Brazil. Deepens to matter of slums in the cities of Rio de Janeiro and São Paulo and the programs Favela do Bairro and Bairro Legal respectively. From this point the two examined cases withdrawn of project for city planning of slums Fernão Cardim, in Rio de Janeiro, and Gleba K, Heliópolis, in São Paulo aims discuss the boundaries, the advances, and challenges of these examples. Recommended some northeast principles of project, observed, in analyzed cases which can be replicated in formatting of similar programs to city planning of slums in other contexts and contributed to building the city in precarious settlements
