Resumo: | The present case study seeks to understand the strategy adopted by the Odebrecht business group and its active participation in the Lava Jato (Car Wash) corruption scandal. From the theoretical contribution of authors dealing with the great corruption and authors of the strategy approach as practice, we seek to identify the dualism of business actions adopted in the structuring of projects to win projects, financing and new markets through the co-optation of politicians, government agents, press and financial institutions, necessary for the operationalization of acts of corruption and development of their business. As a result, patterns are identified in the actions undertaken and the use of well-defined and structured processes in which the group is able, through criminal association with public agents, government structures, political forces and other companies in the sector, to achieve goals such as diversification, business portfolio, internationalization, increased market share and profit maximization. While the group sought to preserve its solid reputation in the Brazilian and international markets, actions were developed that went through a parallel structure, not visible to the market, focused on illicit practices. The formation of this structure took time and planning. In this sense, we identify a strategic model that includes three phases: incubation, modeling and execution, and which was consolidated based on 06 pillars: excellence that values the quality of service delivery, capture - influence actions with state capture - approximation and strategic action in all spheres of government according to its guidelines, management - structuring of a specific unit for management and control of bribery payments, Press - promoting sympathy and geographic expansion - conducted through countries of similar culture to Brazil, with export of the developed strategy. |

A partir do aporte teórico de autores que tratam da grande corrupção e autores da abordagem de estratégia como prática, busca-se identificar o dualismo das ações empresariais adotadas na estruturação de ações de conquista de projetos, financiamentos e novos mercados por meio da cooptação de políticos, agentes de governo, imprensa e instituições financeiras, necessários à operacionalização dos atos de corrupção e desenvolvimento de seus negócios. Como resultado, são identificados padrões nas ações empreendidas e o uso de processos bem definidos e estruturados em que o grupo consegue, por meio de associação criminosa com agentes públicos, estruturas de governo, forças políticas e outras empresas do setor, alcançar objetivos como a diversificação do portfólio de negócios, internacionalização, ampliação de sua participação no mercado e maximização dos lucros. Ao mesmo tempo em que o grupo buscava preservar sua sólida reputação no mercado brasileiro e internacional, foram desenvolvidas ações que passavam por uma estrutura paralela, não visível ao mercado, voltado as práticas ilícitas. A formação desta estrutura demandou tempo e planejamento.
