Resumo: Este estudio tiene como objetivo contribuir para el entendimiento del proceso de designaciones ocurrido en el autoritarismo brasileño, analizando una élite de alcaldes en áreas de seguridad nacional (ASN) de Rio Grande do Sul. La designación puede ser entendida como la fase final de un proceso de reclutamiento cerrado articulado y compartido entre los ambientes local y estadual. El objetivo del paper busca indicar como se organizan y se formam las minorías que gobiernan (Mosca, 1923) en un autoritarismo, llamando la atención sobre el proceso definido como reclutamiento cerrado, valorizando su ocurrencia en el ambiente local y descrito por los mecanismos utilizados específicamente por la comisión partidaria. La descripción utiliza 37 entrevistas realizadas a ex-alcaldes designados y un ex-gobernador, y también una base de datos con informaciones sobre el reclutamiento.
