The Human Right to Adequate Food continues to be a challenge, in relation to the relationship between Society, State and Market in the process of promoting and improving social rights. In the perspective of the State-Society relationship, the challenge remains among other aspects through the discretion and, therefore, of the performance (or non-performance) of the subjects of the different policies. In this field, this research emphasizes on the role of the Guardianship Counselors in their execution to guarantee, protect and defend the rights of children and teenagers. Human rights violations of children and teenagers present themselves as everyday events, and become increasingly complex within the context of a consumer society. State, Society and Families are configured as actors responsible for the Integral Protection of these subjects. The re-signification of state action from the assumption of intersectoriality is justified as public policies' lack integrated actions and results, which becomes increasingly complex given the expressions of the consumer society. With the prospect of deepening the debate and understanding about the paths and challenges for the implementation of the Human Right to Adequate Food, this research had the intention of analyzing the perception by the Guardians Councilors of the city of Recife about the violation of the human right to feed children and teenagers from the practices of the consumer society. The research presented is qualitative in nature. The subjects of the study corresponded to 05 Guardianship Counselors linked to the Guardianship Council of the Political-Administrative Region 3, side B. The data were obtained through interviews from a semi-structured script, which were later analyzed to meet the objectives of this research. The results showed that the Guardianship Council is a body that plays a primary role in guaranteeing the rights of children and teenagers despite their weakening. The Guardians' Counselors reveal difficulties regarding the perception of new types of human rights violations of children and teenagers coming from the Consumer Society by linking the human right to food with the absence of food, pointing to a real need for attention of the State and social control.
