Resumo: The objective of this work is to collaborate with the empirical literature to assess the impact of public incentives for innovation from national companies’ data. It analyzes the effect of the “Lei de Inovação” – an instrument that marks the beginning of the effort directed by the Brazilian Government through tax incentives and subsidies-innovative business results. This evaluation is based on estimations of econometric models with Brazilian industrial organization data collected from the Brazilian Innovation Survey (PINTEC) from 2000 to 2014 through the unbalanced panel data technique, with the proper tests to select the most appropriate model. The results showed that the models, although they indicated a positive signal for the National Law, could not capture the effect of it in any of the cases. On the other hand, the State Law was positive and significant at 5% in all of them.

Especificamente, analisa-se o efeito da Lei de Inovação - instrumento que marca o início do esforço direcionado por parte do governo brasileiro através de incentivo fiscal e subsídios – e as Leis Estaduais de Inovação nos resultados inovativos empresariais. Essa avaliação é conduzida a partir de estimações de modelos econométricos com dados de organizações industriais brasileiras coletados da Pesquisa de Inovação (PINTEC) no período de 2000 a 2014 por meio de regressões em dados em painel desbalanceado com efeitos aleatórios. Os resultados evidenciaram que os modelos, apesar de apontarem sinal positivo para a Lei Nacional, não conseguiram captar o efeito dela em nenhum dos casos.
