Processo de titulação do INCRA : uma análise na Superintendência Regional em Pernambuco

Resumo: | The general objective of this study is to analyze how the processes of issuance of Use Concession Contract (CCU) and of Domain Title (TD) in INCRA/SR (03) are carried out. In this sense, two specific objectives guided the execution of this research: to describe how the flows of processes related to CCU and TD emission occur in INCRA / SR (03); and identify the critical points of CCU and TD emission processes in this organization. In the theoretical basis, studies of the area of process management were used, in addition to those that investigated the specificities of public organizations and related the critical points of the processes in these institutions. As a research strategy, we opted for the qualitative study of a single case conducted at the Regional Superintendence in Pernambuco of INCRA. As for the corpus of this research, it consisted of the transcription of the interviews conducted with INCRA / SR (03) servers involved in the CCU and TD issuance processes, by the written notes from the observation of the execution of the activities that compose these processes and by the documents, standards and regulations related to them. Thus, the collection of data occurred through semi-structured interviews, non-participant observation and documentary analysis. For the analysis of the data, this study adopted the technique of content analysis performed from a preliminary categorization, inference and interpretation of the data and definition of the final set of categories. To support the systematization of the data analysis, the Atlas / Ti software was used. The results showed that the practical reality of the process flows executed in INCRA / SR (03) differs from what was foreseen in the current regulations, one of the reasons being the lack of guiding Normative Instruction in comparison to the reality of the organization. As critical points of the processes investigated, we identified: organizational culture, available technological resources, organizational structure, normative aspects, communication, excess formalism and paperwork, human capital, budget constraint and dependence on actions organizations. It is concluded that there are differences in the way the processes are executed in practice and that most critical points are not manageable by INCRA/SR(03), because they are determined by factors of the external environment (INCRA/SEDE, Federal Government and other organizations). |

Nesse sentido, dois objetivos específicos orientaram a execução desta pesquisa: descrever como ocorrem os fluxos dos processos relacionados à emissão de CCU e de TD no INCRA/SR(03); e identificar os pontos críticos dos processos de emissão de CCU e de TD nessa organização. Na fundamentação teórica, foram utilizados estudos da área de gestão por processos, além daqueles que investigaram especificidades das organizações públicas e relacionaram os pontos críticos dos processos nessas instituições. Como estratégia de investigação, optou-se pelo estudo qualitativo de caso único realizado na Superintendência Regional em Pernambuco do INCRA. Quanto ao corpus desta pesquisa, constituiu-se pela transcrição das entrevistas realizadas com servidores do INCRA/SR(03) envolvidos nos processos de emissão de CCU e de TD, pelas notas escritas provenientes da observação da execução das atividades que compõem esses processos e pelos documentos, normas e regulamentos diversos relacionados a eles. Dessa forma, a coleta de dados ocorreu por meio da realização de entrevistas semiestruturadas, observação não participante e análise documental. Para a análise dos dados, este estudo adotou a técnica de análise de conteúdo realizada a partir de uma categorização preliminar, inferência e interpretação dos dados e definição de conjunto final de categorias. Para auxiliar a sistematização da análise dos dados, utilizou-se o software Atlas/Ti. Os resultados demonstraram que a realidade prática dos fluxos dos processos executados no INCRA/SR(03) difere do que foi previsto nos normativos vigentes, sendo um dos motivos a defasagem da Instrução Normativa norteadora em comparação à realidade da organização. Como pontos críticos dos processos investigados, identificaram-se: a cultura organizacional, os recursos tecnológicos disponíveis, a estrutura organizacional, os aspectos normativos, a comunicação, o excesso de formalismo e papelório, o capital humano, a restrição orçamentária e a dependência de ações de outras organizações.
