Resumo: The unavailability of water in the local textile business in Pernambuco forces local companies to seek out strategies to manage this natural resource. The reuse of water employed in the industrial process would lead to the economy of such resource. The present work aims to propose an environmental management strategy to industrial laundry services in Pernambuco’s semiarid with emphasis on reusing water and moving towards higher hydric efficacy as well as post-treatment effluent analysis and assessment of the strategies implemented. Industrial laundries are burdened with a higher production cost when compared with other clothing industry companies. Due to their location in the semiarid, industrial laundries are mostly supplied by rented water trucks increasing the industrial processes’ maintenance costs and lowers the net financial income of this enterprise. In this research a direct survey was applied in the laundries to obtain data of the employees and companies profiles. An analysis of the companies’ effluents was performed in order to determine the environmental management and patterns of reuse of treated effluent. The laundries employ mostly men (84%), with education level composed middle-school (47,34%). Such data are relevant to develop public policies towards reducing the schooling gap abovementioned with incentive programs aiming to increase schooling and qualification, promotion of technical courses in this field and creation of textile engineering university graduation. When it comes to the industries profile, it has been evidenced by the survey that most are run as family business and 73,68% are considered to be either small or micro enterprises employing between 5 and 10 workers. The environmental management employed by laundries in Pernambuco’s semiarid is claimed to be present, in conformity with the state’s ruling, in 63% of the laundries surveyed, though only 52% had an employee hired specifically for the job. The monitoring of the effluents produced is performed in 94% of the surveyed companies in a monthly schedule by external laboratories as requested by the overseeing state’s environmental agency (CPRH). Laundries use an average of 42.000 liters of water daily, with monthly expenses around 6.000 Brazilian Reais and 89% of the companies declared they reuse water, 63% in direct reuse, 26,5% in indirect reuse and 10,5% did not practice reuse in their facilities. The analysis performed in the industrial effluent evidenced that in 45% the efficacy was above 60%, only true color, Cr, CDO and BDO presented values below 60%, respectively 31%, 18%, 43% and 15,8%. The legal prerequisites of effluent disposal were accomplished in all but 3 items that were manganese, CDO and BDO. Therefore, it is necessary to apply corrective measures in the treatment stations to improve the abovementioned parameters in the effluent to fulfill the law. Concerning organic matter, implementing secondary treatment is would highly improve the efficacy of the procedures. Reuse is possible, however, concerning hardness the implementation of adjunctive treatment targeting adjustment in that area as well as in ionic iron and manganese in fulfillment of the British Textile Confederation. Turbidity is also another parameter that needs adjustment, as seen in the Royal Decree 1620/2007 of the Spanish government to industries. It has been also proposed a cleaner base environmental management models with partnership-making and industrial symbiosis.

O reúso da água utilizada no processo permitiria a economia desta. O presente trabalho tem como objetivo propor um modelo de gestão ambiental para as lavanderias industriais do semiárido de Pernambuco com ênfase no reúso da agua utilizada, buscando uma maior eficiência hídrica do setor, como também analisar o efluente final após tratamento, realizar pesquisa em relação ao sistema de gestão implantado no setor. As lavanderias industriais arcam com um custo de produção maior em relação aos outros polos de confecção devido a sua localização ser no semiárido pernambucano, pois as lavanderias são em sua maioria abastecidas com caminhões pipas, elevando o custo para a manutenção do processo industrial, diminuindo assim o ganho econômico real do segmento devido a disponibilidade de água. Na pesquisa foi aplicado questionários nas lavanderias para obter dados em relação ao perfil do entrevistado, em relação a caracterização das empresas e a gestão ambiental nestas empresas. Também foi realizada análise de efluentes de uma empresa para verificar os padrões para reúso do efluente tratado. As lavanderias em sua maioria composta de homens (84%), com nível de instrução composto apenas com nível fundamental (47,34%). Estes dados são relevantes para o desenvolvimento de políticas públicas para minimização da carência educacional acima citada, com programas de aceleração de conhecimento e investimento em cursos voltados para o setor, cursos técnicos em lavanderias industriais e curso superior em engenharia têxtil, as lavanderias industriais foi verificado o caráter familiar da lavanderia industrial onde 73,68% é considerada micro e pequena empresa, com quantitativo entre 5 e 10 colaboradores. A gestão ambiental praticada pelas lavanderias industriais no semiárido de Pernambuco, tem o caráter reativo em resposta a legislação ambiental pertinente, onde 63% declararam possuir gestão ambiental nas suas dependências, porém apenas 52% possuem funcionário designado para tal área. O monitoramento ambiental dos efluentes gerados são realizados em 94% dos entrevistados por laboratórios externos, em uma periodicidade mensal, sendo esta requerida pelo órgão ambiental competente no caso a agência estadual de meio ambiente (CPRH). As lavanderias em média utilizam 42.000 litros de água diariamente, com gastos mensais em torno de 6.000 reais, sendo que 89% declararam que realizam reúso, sendo 63% reúso direto, 26,5% reúso indireto e 10,5% não realizam reúso em suas dependências. Em relação as análises realizadas no efluente da lavanderia industrial que permitiu fazer algumas inferências como a eficiência do sistema de tratamento, onde 45% das análises demonstrou eficiência maior que 60%, apenas cor verdadeira, Cr, DQO e DBO obtiveram valores abaixo de 60%, com os seguintes resultados respectivamente 31%, 18%, 43% e 15,8%. Os requisitos legais de lançamento do efluente foram cumpridos com perfeição exceto em 3 itens que foram manganês, DQO e DBO. Assim se faz necessário ações corretivas na estação de tratamento para melhorar a eficiência em relação a estes poluentes para adequação a legislação. Em relação a matéria orgânica a implantação do tratamento secundária iria melhorar consideravelmente esta eficiência. O reúso é possível, porém em relação a dureza demonstrou necessário a implantação de tratamento complementar para adequação bem como para o íon ferro e manganês, este valor segundo a Confederação Britânica Têxtil. Assim como em relação a turbidez em relação ao Decreto Real 1620/2007 do governo espanhol para industrias.
