This work has been written with the purpose to identify and analyze the impacts of the Milk Program from the state of Paraíba and the New Cariri Agreement on dairy goats farming in the city of Cabaceiras. In order to execute it, there were used theoretical references regarding the Local Productive Arrangement (APL) and Food Security Policy. Those references have been made to analyze public policy programs implemented in Cariri region: the New Cariri Agreement and the milk program from the state of Paraiba. The applied methodology was the quantitative, qualitative and exploratory method, due to the nature and the purpose of this research. The use of the empirical research has evaluated the production of goat milk and its producers characteristics, as well as the ASCOMCAB structure - (Association of Goats and Sheep Breeders from Cabaceiras, 2001 – 2010). The choice for this case study was made as a proceeding method for organizational research. It has occurred because ASCOMCAB is the plant that manages the milk produced in Cabaceiras and is located in the working area of the milk in Paraiba. Through the results obtained in this research It could be concluded that the consequences of the studied public policy implementation were positive, mainly by encouraging producers to invest in dairy production, getting access to new technologies, herd genetic improvement, ensuring the sale of production, improvement on production and profitability of the goat milk, improvement on technical support, industrialization of this branch through the implementation of milk processing plant and also through the access to banks financing. As a positive impact of this work it could be considered the performance of some institutions and actors involved in the APL of the dairy goat farming from Cabaceiras region, especially SEBRAE/PB, Banco do Brazil SA, EMATER, BNB, UFPB, SENAI and other institutions mentioned in this thesis. They’ve been listed for have being contributing to the socioeconomic situation improvement of Cabaceiras region and especially for social action aimed at feeding ensuring of needy children, pregnant women and elderly through the access to goat's milk of an excellent nutritional quality.
