Compras sustentáveis nas instituições de ensino superior públicas: o caso da Universidade Federal Rural de Pernambuco - UFRPE

Sustainable development is a topic that has been on the agenda for decades, but getting bigger proportions with time. In Brazil, the national sustainable development is a big challenge and one of the ways to guarantee it, is through sustainable public purchases, knowing that the government is the biggest buyer in the country, so having ways to change the consuming pattern through its practices. The public institutions have the duty to promote the SPP (acronym for Sustainable Public Procurement) following the legal determinations, but actions on this matter are still slow. The aim of this study is to identify the actions and difficulties of the university (UFRPE) related to the strengthening of the environmentally sustainable hirings. Throughout the study, documents and data were collected through bibliographical and documental researches, with the aim of presenting the legal aspects related to sustainable hiring and observe the actions of UFRPE to intensify these hirings in the period between 2010 and 2020 and with that, possible difficulties. A questionnaire was also given to 18 (eighteen) servers, being 8 (eight) managers and 10 (ten) technicians who are involved in the purchasing for the institution in order to analyse their perception of the benefits and obstacles of the sustainable purchases. The qualitative research allowed the study to verify the actions of the university (UFRPE) and understand the perception of its servers related to the sustainable purchasing in the institution. The answers to the questionnaire were turned into graphics, which shows how many answers each question got, following the LIKERT scale, and then, graphics were created to show the level of importance of each benefit and obstacle that were observed, according to each one’s weighted average. The results obtained were that the university (UFRPE) tries to advance regarding the compliance of the laws, such as, the obligation of having a Sustainable Managing Logistics Planning, that fits the sustainable purchases, but doesn’t apply to the guidelines in the plan. Although the servers understand the importance and benefits of the CPS, it is necessary for the Administration to invest in training courses and incentives through goals in order to modify the organizational culture and advance in the theme.
