The City’s Master Plan is an important tool in municipal planning and management. However, despite its relevance and obligation for cities with over 20,000 inhabitants, for many municipalities its implementation and articulation of the proposed guidelines with local development find difficulties. In the North of Minas Gerais/Brazil, which is the focus of this article, the mentioned situation aggravated by the lack of public investments in the mesoregion, and the need to strengthen intercity relations to achieve budgetary resources from federal and state entities. Therefore, this article intends to understand the influence that the principles of land management, and policies in health and education have over the development of emerging cities in the North of Minas Gerais/Brazil. Regarding the research methods, we adopted the qualitative approach along with bibliographical and documentary research.
