The city’s Master Plan as an instrument for planning and urban management of the emerging cities in the North of Minas Gerais/Brazil

Resumo: The City’s Master Plan is an important tool in municipal planning and management. However, despite its relevance and obligation for cities with over 20,000 inhabitants, for many municipalities its implementation and articulation of the proposed guidelines with local development find difficulties. In the North of Minas Gerais/Brazil, which is the focus of this article, the mentioned situation aggravated by the lack of public investments in the mesoregion, and the need to strengthen intercity relations to achieve budgetary resources from federal and state entities. Therefore, this article intends to understand the influence that the principles of land management, and policies in health and education have over the development of emerging cities in the North of Minas Gerais/Brazil. Regarding the research methods, we adopted the qualitative approach along with bibliographical and documentary research.

Regarding the research methods, we adopted the qualitative approach along with bibliographical and documentary research.O Plano Diretor desempenha um importante papel no planejamento e gestão municipal, contudo, apesar da sua relevância e obrigatoriedade para cidades com mais de 20.000 habitantes, na prática presencia-se, em muitos municípios, a dificuldade da sua implementação e de articulação das diretrizes propostas com o desenvolvimento local. No Norte de Minas, objeto de estudo desse artigo, essa situação é agravada pela carência de investimentos públicos na mesorregião e pela necessidade de fortalecimento das relações intermunicipais para obtenção de recursos orçamentários de entes federais e estatais. Desse modo, pretende-se por meio deste artigo compreender a influência que os princípios de ordenamento do solo e as políticas de educação e saúde, explicitadas nos planos diretores, exercem no desenvolvimento dos centros emergentes no Norte de Minas.
