Distributive conflict, inertial inflation and social pacts: revisiting the works of Persio Arida, Edmar Bacha and André Lara-Resende

Resumo: In the context prior to the Cruzado Plan, the theoretical formulations of Persio Arida, André Lara Resende and Edmar Bacha gained prominence for dealing with the inflationary phenomenon from the perspective of the distributive conflict between workers and businessmen. As these first efforts gave rise to proposals for stabilization policies, it is customary to point to a decrease in the importance of the distributive element in the works of the aforementioned authors, which would indicate a theoretical convergence towards the New-Keynesian paradigm. Despite the distributive conflict not being as much explicitly informed as the cause of Brazilian inflation – especially after the failure of the Cruzado –it continues to be mobilized in the authors’ efforts to think about stabilization plans. More than a conceptual evolution, there would be a change in the assessment of the possibilities of managing distributive conflicts through social pacts and monetary reforms, using demand policies to moderate income ambitions of different social groups.

Conforme esses primeiros esforços passaram a dar ensejo a propostas de políticas de estabilização, costuma-se apontar para uma diminuição de importância do elemento distributivo nos trabalhos dos autores citados, indicando uma convergência teórica em direção ao paradigma novo-keynesiano. Embora o conflito distributivo deixe de ser mencionado explicitamente como causa da inflação brasileira – sobretudo após o fracasso do Cruzado – ele segue mobilizado nos esforços dos autores em pensar planos de estabilização. Mais do que uma evolução conceitual, haveria uma mudança na avaliação sobre as possibilidades de gestão dos conflitos distributivos através de pactos sociais e reformas monetárias, podendo se recorrer a políticas de demanda para moderar as ambições de renda dos diversos grupos sociais.Universidade de São Paulo.
