Efficiency and equity aspects of social spending in selected countries of Latin America and East Asia: a comparative approach

Resumo: The paper reviews the main features of social expenditures in Latin America and East Asia. The objective is to evaluate the efficiency and equity aspects associated with education, health care, and social security spending in both regions. Emphasis is given to the impact of these expenditures on income distribution and to its effects on the welfare of the low-income population. Furthermore, the relationship between the public and private sectors are examined in order to inquire to what extent public expenditures in social areas, complement, rather than substitute for private activities.
