Resumo: An evaluation of the institutions in charge for the control of violence reveals a great inconsistency between the constitutional text, the principles of international agreements ratified by Brazil and the effective functioning of crime prevention agencies, as the police, the judiciary and the Public Ministry. The conclusion is that to meet the basic requirements for a democracy and to have an answer for the inefficiency, the Brazilian agencies organization needs to be completely restructured.
