The experience of the National Historical and Artistic Heritage Service in São Paulo: the case of the restoration of Saint Michel's Church, 1939-1941

Resumo: This article, the first in a series of four reports, assists in an understanding of brazilian architectural heritage preservation practices. It analyses the experience of the federal organ then called the National Historical and Artistic Heritage Service (SPHAN in portuguese) in São Paulo. By analysing one of its first restoration works, we will review the first years of this organ's activities in an effort to understand its structure, how its staff was organized, and the difficulties presented by its scarce resources as well as by the lack of previous experiences in heritage preservation. We will primarily attempt to identify the concepts that guided the preservation and restoration work, as well as the methods and the techniques used in preserving these assets. The preservation work at Saint Michel's church - among the first buildings" discovered" by SPHAN - counted on the active involvement of Mário de Andrade. This work, together with the restoration of the Embu Convent, marked the beginning of the activities of São Paulo's regional chapter. It also pointed the way to future work, under the direction of architect Luis Saia. This analysis will proceed in three other reports, which study the work at Saint Antony's ranch and chapel in São Roque, at the City Council and Jail building in Atibaia, and at Pau D'Alho's farm in São José do Barreiro. These reports will follow SPHAN's development up to the mid-1970s. In pointing out the connections between the restoration and conservation work carried out at these sites, we will study the ways in which this organ absorbed the most important theories of its time, from Viollet-le-Duc onward. We will also examine the recommendation of the first international reports for heritage preservation initiatives within the specifically brazilian cultural context of the first half of the 20th century.

Por meio da análise de uma de suas obras de restauração pioneiras, avaliaremos os primeiros anos de atuação da instituição, buscando compreender não somente a estruturação de seus procedimentos internos, a formação das equipes, e as dificuldades colocadas tanto pelos escassos recursos disponíveis quanto pela falta de experiências anteriores, mas, sobretudo, procurando identificar os conceitos que guiaram as propostas de intervenção realizadas, bem como as técnicas e os métodos utilizados que permitiram, efetivamente, a preservação desses bens. A obra em prol da Igreja de São Miguel - listada entre os primeiros bens descobertos pelo SPHAN -, contou com a participação ativa de Mário de Andrade, inaugurando, com o Convento de Embu, as atividades da regional paulista, e indicando os rumos dos futuros trabalhos realizados sob a direção do arquiteto Luis Saia. A continuidade dessas análises dar-se-á nos três artigos seguintes, no qual estudaremos as intervenções no conjunto do sítio e Capela de Santo Antônio, em São Roque, na Casa de Câmara e Cadeia de Atibaia, e na Fazenda Pau D'Alho, em São José do Barreiro, percorrendo, deste modo, a trajetória de atuação do então SPHAN sobre o patrimônio edificado, até meados da década de 70. Buscando destacar as conexões que as intervenções selecionadas guardam entre si, avaliaremos, enfim, o modo como foram absorvidas as formulações dos principais teóricos, desde Viollet-le-Duc, e as posturas das primeiras recomendações internacionais para intervenção no patrimônio, tendo, como pano de fundo, o contexto cultural específico, brasileiro, da primeira metade do século 20.El presente artículo - el primero de una serie de cuatro textos - objetiva lanzar luces sobre las prácticas de preservación del patrimonio arquitectónico, evaluando la experiencia del entonces Servicio del Patrimonio Histórico y Artístico Nacional (SPHAN), en territorio de São Paulo. A través del análisis de una de sus obras pioneras de restauración, evaluaremos los primeros años de actuación de la institución, buscando comprender no solo la estructuración de sus procedimientos internos, la formación de los equipos y las dificultades planteadas tanto por los escasos recursos disponibles cuanto por la falta de experiencias anteriores, sino, sobretodo, buscando identificar los conceptos que orientaron las propuestas de intervención realizadas, así como las técnicas y métodos utilizados, que permitieron, efectivamente, la preservación de estos bienes. La obra en pro de la Iglesia de São Miguel - listada entre los primeros bienes" descubiertos" por el SPHAN -, ha tenido la activa participación de Mário de Andrade, inaugurando, con el Convento de Embu, las actividades de la regional de São Paulo, y apuntando los rumbos de los futuros trabajos realizados bajo la dirección del arquitecto Luis Saia.
