Swallowed by the blue wave: an essay on the retraction of women’s rights in the post-impeachment context of Dilma Rousseff

Resumo: | This essay discusses a few examples of governmental measures adopted by the Brazilian Republic Presidency after the dismissal of President Dilma Rousseff in 2016, indicating institutional setbacks regarding gender equality policies in a context of political conservatism that jeopardizes the effectiveness of women’s social rights. In the previous decade, advances had been made in the struggle against gender and racial inequalities, especially through the intersectoral policies promoted by the National Secretariat of Women’s Policies (SPM) and the National Secretariat of Racial Equality Policies (SEPPIR), which have been undermined by the ministerial reform carried out by Michel Temer, who changed the administrative organization of the State, subjugating the competences and structure of the specific cabinets to the Interim Justice Ministry. A conservative blueprint has been present since the composition of the provisional government, with the tendency to lower such thematic areas. Observing these movements, this essay comments on, without scientific pretension, signs of dismantling women’s rights and gender equality policies over the past two years, with substantial losses compared to the previous period and low expectations of recovery since 2018 elections. |

Na última década, foram registrados avanços no combate às desigualdades de gênero e raciais, sobretudo através das políticas transversais impulsionadas pelas Secretarias Nacional de Políticas para as Mulheres (SPM) e de Promoção de Políticas da Igualdade Racial (SEPPIR) – posteriormente, reunidas no Ministério das Mulheres, da Igualdade Racial e dos Direitos Humanos –, que restaram prejudicadas em virtude da reforma ministerial, levada a cabo por Michel Temer, que alterou a organização administrativa do Estado, subjugando as competências e a estrutura das pastas específicas das Mulheres, da Igualdade Racial e dos Direitos Humanos para o Ministério interino da Justiça e Cidadania. Considerando o perfil conservador denotado desde a composição do governo provisório, notava-se a tendência de inferiorizar essas áreas temáticas, cuja evolução, tanto política quanto social, diziam respeito a uma conquista da sociedade brasileira. Observando tais movimentos, este ensaio comenta, sem pretensão científica, progressivos sinais de desmontes de direitos das mulheres e das políticas de igualdade de gênero, ao longo dos últimos dois anos, com perdas substantivas em relação ao período anterior e baixa expectativa de retorno diante do resultado das eleições de 2018.Universidade de São Paulo.
