Resumo: Using discussions which took place in events carried out in the year of 2008 – to remember 40th anniversary of the AI-5 enactment, in Brazil, and 60th anniversary of the Universal Declarationof Human Rights – this text analyses the several meanings of the principles of citizenship, freedom and democracy, considering the historical confl icts and the political aspirations of different eras.Likewise, it analyses the struggle for the freedom of expression and the importance of discussing it in current days.
