Innovation policy in the brazilian semiconductors sector: a discuss about the Ceitec experience

Brazil has struggle with persistents deficits on it’s balance of payments in the electrical andelectronics sector. In order to minimize the situation, at mid-2000, the federal governmenthas retaken a industrial policy with a plan called PITCE. Some years later, created theCEITEC S.A, a federal public company to act in all the stages at semiconductormanufacturing. The purpose of this paper was to analyze the government policies for thisbranch of industry and the performance of this company, in particular. Were used asresearch source: the annual reports of the company's management, reports audits by theCourt Union Accounts and reports about eletronic industry and semiconductors publishedby specialist institutions. It was concluded that, despite the efforts of the FederalGovernment , the company is still far from keeping up with their own revenues as a resultof the structural obstacles facing to work in a high-tech market such as the semiconductorindustry.
