Principles of democratic management in the organization of federal institutes: a look from the Federal Institute of Rio Grande do Sul

Resumo: Professional and Technological Education (EPT) institutions, represented in this study by the Federal Institutes of Education, Science and Technology (IFs), seek to center their management on democratic principles. Given this assumption, this study analyzes principles of democratic management present in FIs and their implications for their organizations. This is exploratory and descriptive research, guided by a qualitative approach and was produced through a case study including bibliographic research and documentary analysis from the Federal Institute of Education, Science and Technology of Rio Grande do Sul (IFRS). It contains the methodological path, discusses the emergence of the principle of democratic school management, addresses the management of EPT educational institutions, the challenges and perspectives of management in IFs and, finally, presents the final considerations. It was found that even with the institution of democratic school management in IFs, the challenges of implementing democratic and pedagogical actions that promote a new educational stance still remain. Democratic management cannot be a one-way street, but a commitment from everyone involved in the collective construction of projects that promote an emancipatory and transformative education.

Diante desse pressuposto, neste estudo são analisados princípios de gestão democrática presentes nos IFs e suas implicações em suas organizações. Trata-se de pesquisa exploratória e descritiva, orientada pela abordagem qualitativa e foi produzido por meio de um estudo de caso incluindo a pesquisa bibliográfica e análise documental do Instituto Federal de Educação, Ciência e Tecnologia do Rio Grande do Sul (IFRS). Nele consta o percurso metodológico, discorre sobre a emergência do princípio de gestão escolar democrática, aborda a gestão das instituições de ensino de EPT, os desafios e perspectivas da gestão nos IFs e, por fim, apresenta as considerações finais. Constatou-se que mesmo com a instituição da gestão escolar democrática nos IFs, ainda permanecem os desafios postos de implementação de ações democráticas e pedagógicas que promovam nova postura educacional.
