The PME of Brazilian border municipalities: Diagnosis of the goal for management

Resumo: Based on the evaluation and monitoring of the Plano Municipal de Educação [Municipal Education Plan] of two border municipalities in the state of Mato Grosso do Sul, Mundo Novo and Ponta Porã, this study aims to analyze whether and how Goal 19 and its strategies are being met. We worked with the Plano Nacional de Educação [National Education Plan], the Plano Municipal de Educação and the Monitoring Report for these municipalities. The results show that democratic management has not been implemented in public schools, as the strategies of Goal 19 have not yet been met, but are still in progress, even though the plans are about to expire. In addition, Goal 19 poses challenges for educational planning, given that the implementation of democratic management has not been so far at the center of government actions.

Se trabajó con el Plano Nacional de Educação [Plan Nacional de Educación], el Plano Municipal de Educação y el Informe de Monitoreo de dichos municipios. Se constata la no implementación de la gestión democrática en sus escuelas públicas, ya que las estrategias de la Meta 19 todavía no se han cumplido y se encuentran en marcha, a pesar de la inminente finalización de la vigencia de los planes. Además, la Meta 19 expresa desafíos para la planificación educativa, ya que hasta entonces la implantación de la gestión democrática no ha sido central en las acciones gubernamentales.Este estudo versa sobre o diagnóstico apresentado a partir da avaliação e monitoramento do Plano Municipal de Educação de dois municípios sul-mato-grossenses fronteiriços, Mundo Novo e Ponta Porã, objetivando analisar se e como a Meta 19 e suas estratégias vêm sendo cumpridas. Trabalhou-se com o Plano Nacional de Educação, o Plano Municipal de Educação e o Relatório de Monitoramento desses municípios. Constata-se a não implementação da gestão democrática em suas escolas públicas, pois as estratégias da Meta 19 ainda não foram cumpridas, estando em andamento, mesmo com a iminente finalização da vigência dos planos.
