Access to daycare in Brazilian municipalities and the National Education Plan

Resumo: This article aims to analyze the evolution of access to daycare in Brazilian municipalities in the first five-year period of the Plano Nacional de Educação [National Education Plan] (PNE) in force. Therefore, educational attendance indicators for 5,565 Brazilian municipalities were calculated and analyzed for 2014, which represents the start of the PNE, and 2019, its fifth year in force. For this calculation, enrollment and population data for children up to three years old were used. The results showed a country with poor access to daycare; some municipalities, on average, were only able to find a place for children in the fifth year of the PNE, 32.2% of children up to the age of three. There were also inequalities in access associated with socioeconomic status, regional distribution and the location of the municipalities.

Para ello, se calcularon indicadores de atención educativa para 5.565 municipios brasileños, que se evaluaron en el 2014, lo que representa el inicio del PNE, y en el 2019, su quinto año en vigor. Para dicho cálculo se utilizaron datos de matrículas de niños con hasta tres años de edad y de la población del mismo grupo de edad. Los resultados señalaron un país con bajo acceso a guardería, con municipios que atienden en promedio, en el quinto año del PNE, a un 32,2% de niños de hasta tres años. Asimismo, se puso en evidencia la existencia de desigualdades en el acceso asociadas al nivel socioeconómico, distribución regional y localización de los municipios.Este artigo tem como objetivo analisar a evolução do acesso à creche nos municípios brasileiros no primeiro quinquênio do Plano Nacional de Educação (PNE) em vigor. Para tanto, foram calculados indicadores de atendimento educacional de 5.565 municípios brasileiros, sendo aferidos para 2014, que representa o início do PNE, e para 2019, seu quinto ano de vigência. Para esse cálculo, foram utilizados dados de matrículas de crianças com até três anos e populacionais de mesma faixa etária. Os resultados apontaram um país com baixo acesso à creche, com municípios atendendo, em média, no quinto ano do PNE, 32,2% das crianças com até três anos.
