With the increase of the demand for new services of metrology, it had the obligation of the adequacy of the existing spaces and the construction of new in the Inmetro. This fact showed the problems generated for the execution of this task in the institution. This work searched to verify the importance and the influence of a procedure structuralized for the request of services the Division of Engineering of the Inmetro. Using the Guide PMBOK (Project Management Body of Knowledge) as reference for the comparison enters the effective procedures in the Inmetro and the recommended ones for the guide. The existing organization structures, the flow of service request had been raised and procedure for development of projects of this institution. A questionnaire for application in the customers of the sector was also elaborated. After a documentary research identified a group of solicitant researchers of engineering services that had informed its perception on the existing process. The result composes a diagnosis where it was characterized, over all, a chance for the improvement of the processes of communication that they had contributed for formularization of a suggestion of a new flow of service request and of a new procedure for the interaction with the service solicitants, beyond adjustments for the functioning of the improvements proposals.
