Resumo: ABSTRACT. In this text, with a critical approach, it is discussed about the thematic management of education, with the aim of understanding the accompaniment and the evaluation of municipalities from the perspective of the planning process as an articulator of the Education System. In general, it is understood that the challenges of accompaniment and evaluation in educational management are implicated in the entire planning process that must take place taking into account its role and importance. The theoretical studies announce/denounce that, despite a normative legal context that establishes democratic evaluation, antagonistic conceptions built in conjunctures political, economic and social situations are identified, which causes tensions and creates the need for deepening within the scope of articulated systems of education, bearing in mind the indispensability of grounding conceptions and practices.

En ese texto, con enfoque crítico, se discurre acerca de la gestión de la educación, con el objetivo de comprender el acompañamiento y evaluación a los municipios en la perspectiva del proceso de planificación como articulador del Sistema de Educación. Se percibe que los desafíos del acompañamiento y evaluación en la gestión educacional estén implicados en todo el proceso de planificación que debe ocurrir teniendo en cuenta su papel y su importancia. Los estudios teóricos anuncian/denuncian que, pese a un contexto jurídico normativo que establece la evaluación democrática, se identifican concepciones antagónicas construidas en coyunturas políticas, económicas y sociales específicas, lo que ocasiona tensiones y crea la necesidad de profundizaciones en el ámbito de los sistemas articulados de educación, con vistas a la imprescindible de fundamentar concepciones y prácticas.ABSTRACT. De modo geral, apreende-se que os desafios de acompanhar e avaliar na gestão educacional estejam implicados em todo o processo de planejamento que deve ocorrer levando-se em conta seu papel e sua importância. Os estudos teóricos anunciam/denunciam que, em que pese um contexto jurídico normativo que estabelece a avaliação democrática identificam-se concepções antagônicas construídas em conjunturas políticas, econômicas e sociais específicas, decorrentes de tensionamentos e da necessidade de aprofundamentos no âmbito dos sistemas articulados de educação, tendo em vista a imprescindibilidade de fundamentar concepções e práticas.
